On the afternoon of June 3, the Standing Committee of the Ho Chi Minh City Party Committee chaired a working session with the Standing Committee of the Thu Duc City Party Committee, district and county Party Committees, to listen to reports on the termination of the current district-level and commune-level Party Committee activities, and the establishment of commune-level Party Committees after the rearrangement of commune-level administrative units at the Ho Chi Minh City Party Committee.
The working session was chaired by comrades: Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Nguyen Van Duoc, Central Party Committee member, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Nguyen Thi Le, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairwoman of the Ho Chi Minh City People's Council; Nguyen Phuoc Loc, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City.
During the working session, the Standing Committee of the Ho Chi Minh City Party Committee listened to a report on the progress of the implementation and establishment of the Party Committee at the commune level after the rearrangement of the commune-level administrative units; difficulties and obstacles and proposals on the arrangement of the organizational apparatus, personnel, policies and regimes for affected cadres; arrangement of the use of headquarters, facilities and the editing and digitization of documents when implementing the rearrangement. Along with that is the progress of preparation and organization of the Party Congress at the commune level for the term 2025 - 2030...
There is a policy to support non-professional staff.
After streamlining the apparatus of the political system and commune-level administrative units, the number of cadres and non-professional workers affected, District 1 Party Secretary Duong Anh Duc said that there should be specific policies to support this group.
District 10 Party Secretary Le Van Minh gave a more specific opinion, Ho Chi Minh City should soon issue special policies for part-time workers, in which special cases such as part-time workers must end their duties from August 1 must be taken into account.
Binh Tan District Party Secretary Huynh Khac Diep suggested that after the arrangement, localities with recruitment needs should continue to pay attention to recruiting part-time workers if they meet the conditions and criteria according to regulations.
After the reorganization of commune-level administrative units, to ensure smooth direction and leadership of work, District 3 Party Secretary Nguyen Thanh Xuan said that wards must promote the application of information technology to resolve administrative procedures of people and businesses to ensure smoothness. Along with that, urgently edit and digitize documents and files to hand over after the reorganization on schedule.
Regarding the establishment of Public Administration Centers in wards, District 12 Party Secretary Tran Hoang Danh suggested that it is necessary to soon unify operating mechanisms to ensure that there is no interruption in receiving and handling people's administrative records, especially during the transition period.
Discussing this content, Director of Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh said that during the transition period, if there are any outstanding documents, they will be transferred to the new unit for further processing and resolution.
In addition, regarding the synchronous operation of shared information systems, ensuring connectivity from the central level, Ho Chi Minh City to new wards and communes after the arrangement, Ho Chi Minh City will deploy training courses to foster staff to operate the system according to job positions.
"Therefore, we request that localities urgently complete sending the list of officials to attend training and refresher courses," said Ms. Vo Thi Trung Trinh.
In the urgent context of running and lining up, working and learning from experience, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc noted that agencies, units and localities should determine the tasks in order of priority to do, without perfectionism.
At the same time, be proactive and ensure that the integrated software system is used to operate the new apparatus when it comes into operation, avoiding being passive and interrupting work. Agencies and units, especially at the commune level, must clearly assign people and tasks, and train and develop staff to ensure smooth system operation.
Regarding policies and regimes, the Secretary of the Ho Chi Minh City Party Committee directed to urgently develop and implement support policies for cadres, civil servants, public employees, and workers outside the regimes and policies prescribed by the Central Government; policies to support the purchase and rental of social housing, support vocational training and job referrals, and capital support for cadres, civil servants, public employees, and workers subject to downsizing and non-professional workers who have to quit their jobs during the reorganization process. "Particular attention must be paid to non-professional cadres," noted Comrade Nguyen Van Nen.
Prioritize converting headquarters into medical andeducational facilities
Given the current reality that District 12 is lacking schools, District 12 Party Secretary Tran Hoang Danh proposed that after the arrangement, the District 12 Party Committee-People's Committee headquarters would be the place to build a high school. However, during the transition period waiting for the handover to the new unit to build the school, there is a great need for mechanisms and policies for the locality to manage this headquarters.
To ensure the arrangement of working headquarters for 102 newly established commune and ward-level administrative units, Chief of the Office of the Ho Chi Minh City Party Committee Pham Hong Son proposed that the Thu Duc City Party Committee, District Party Committees, and District Party Committees lead the People's Committees of districts and towns to coordinate in reviewing and making statistics (including working headquarters of district-level agencies and units (after rearrangement); redundant headquarters and operating facilities of agencies, organizations, and units under the city's management).
Along with that is the proposal of a reasonable arrangement plan for the administrative units at the commune and ward levels where the headquarters are located, to make the most of the available facilities and headquarters in the area. For surplus headquarters, it is handled according to regulations, in which priority is given to converting the function into medical and educational facilities, and using them for other public purposes of the locality.
Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen directed the review and implementation of decentralization and delegation of power among relevant sectors and fields, ensuring synchronization, connectivity, no omission or overlap of tasks, clear implementation of transition, no gaps, no interruption of work serving people and businesses.
Regarding the arrangement and use of working headquarters, the Secretary of the Ho Chi Minh City Party Committee directed relevant units to coordinate in arranging and setting up headquarters, facilities and working conditions according to the characteristics of each locality, to be completed before June 10.
The Secretary of the Ho Chi Minh City Party Committee also directed to complete the Party Congresses of affiliated Party Committees and Party cells before June 30 and prepare for the organization of the Commune-level Party Congress for the 2025-2030 term according to instructions.
In which, we focus on preparing well both personnel work and the quality of congress documents, and Party committee personnel to ensure continuity and stability, creating the premise for forming a new apparatus that operates effectively right after the decision to establish a new Party Committee and commune-level government is made.
