According to the provisions of the Law on Cadres, Civil Servants and the Law on Public Employees, cadres, civil servants and public employees (including public employees in the education sector) perform their duties and tasks according to the provisions of the law. Currently, the salary regime for cadres, civil servants and public employees in the political system from the central to the communal level is implemented uniformly according to the provisions of the law.
Implementing the Conclusion of the Politburo , in the coming time, the Government will summarize and evaluate Resolution No. 19-NQ/TW dated October 25, 2017 of the Central Executive Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units. Accordingly, public service units (including schools) will be rearranged to streamline the apparatus, increase effectiveness and efficiency, and reduce State budget expenditures.
The Ministry of Education and Training proposed to review and evaluate the current status of the network of preschool, primary, secondary, high school and continuing education facilities, including schools, school locations, class size, management staff, teachers and employees.
Based on the review results, localities will develop plans and projects to merge, consolidate, dissolve or establish new educational institutions in a reasonable and effective manner, without wasting resources. Local plans and projects should consider merging small-scale, substandard kindergartens and primary schools in the same commune according to a suitable roadmap. At the same time, the arrangement will prioritize models of inter-level primary and secondary schools in sparsely populated areas or places with difficult travel conditions.
The policy of the Ministry of Education and Training is to retain schools and school locations with favorable conditions in terms of facilities, traffic, and population; to dissolve substandard and ineffective satellite schools; and to concentrate children, students, and trainees to main schools with standard facilities.
The Ministry also proposed that localities arrange and reasonably organize the team of managers, teachers and staff for preschool, general education and continuing education facilities according to the job position plan; ensuring balance between education levels and types of educational facilities.
