Specifically, based on Decree No. 69/2021/ND-CP, dated July 15, 2021, of the Government on renovation and reconstruction of apartment buildings, the Hanoi People's Committee issued a Project on renovation and reconstruction of old apartment buildings in the city and 6 plans to implement the Project (divided into 6 phases).

In which, phase 1 prioritizes implementation for 10 apartment buildings, including: 4 old apartment buildings with level D dangerous houses in Ba Dinh district: Giang Vo, Thanh Cong, Ngoc Khanh, Ministry of Justice collective and 6 apartment buildings with high feasibility: Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan.

The approved project and implementation plans have identified solutions to remove obstacles and speed up the renovation and reconstruction of old apartment buildings; assigning specific tasks to departments, branches, and People's Committees of districts.

In order to speed up the renovation and reconstruction of apartment buildings, the City has issued decisions to temporarily grant and provide funding to a number of districts to carry out inspections and develop detailed plans for the construction and renovation of old apartment buildings. The People's Committees of the districts are focusing on selecting contractors to carry out inspections and develop plans.

To date, the Department of Construction has also approved the task of inspecting 1,022 apartment buildings in the following districts: Ba Dinh, Thanh Xuan, Dong Da, Long Bien, Hoan Kiem, Tay Ho, Cau Giay, Hoang Mai, Dong Anh, Ha Dong, Hai Ba Trung, Bac Tu Liem. Eight districts have selected inspection units: Long Bien, Hoang Mai, Tay Ho, Dong Anh, Thanh Xuan, Ha Dong, Hoan Kiem, Ba Dinh.

Up to now, Dong Da District People's Committee has completed the work of evacuating households and organizations from the dangerous level D house at 51 Huynh Thuc Khang. Ba Dinh District People's Committee is still organizing propaganda and mobilizing the evacuation of the remaining households in the dangerous level D houses in the area.

Ba Dinh and Dong Da districts have also been allocated capital for inspection and are currently organizing the selection of contractors to conduct quality assessment of the remaining apartment buildings in apartment complexes with level D dangerous buildings.
