At the regular Government press conference in March 2025, this afternoon, April 6, reporters mentioned the current situation of social networks appearing advertisements of singers, actors, and models "that just by hearing them, you can tell they are not true", typically weight loss products or skin care creams. Among them, there was a case of false advertising of Kera vegetable candy related to Quang Linh Vlog, Hang Du Muc and Miss Thuy Tien.
The reporter asked the Ministry of Culture, Sports and Tourism to propose a mechanism or proposal to more closely manage and control the participation of social influencers in advertising.
Responding, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh said that celebrities participating in advertising is a common phenomenon in life. Recently, with the development of social networks, influencers, famous singers and artists advertising on social networks has become an increasingly popular trend.
According to Deputy Minister Le Hai Binh, to regulate these advertising activities, there is the Advertising Law. The Ministry of Culture, Sports and Tourism and the Ministry of Information and Communications previously had many measures to inspect, monitor and handle existing problems and limitations in advertising activities on social networks.
In June 2021, the Minister of Information and Communications issued the Code of Conduct on social networks. In December 2021, the Minister of Culture, Sports and Tourism issued the Code of Conduct for people participating in artistic activities on social networks. With more and more arising issues in practice, the Ministry of Culture, Sports and Tourism is amending and supplementing the Law on Advertising. During the amendment process, the Ministry received many enthusiastic and practical comments.
The Ministry plans to add some specific provisions related to celebrities participating in advertising. Notably, those who participate in online advertising must be responsible before the law in general and the Advertising Law in particular regarding the products they advertise. Advertisers must be responsible, have specific verification and transparency about the products they advertise.
When making laws, they are accompanied by decrees and the Ministry also expects that the decree related to the implementation of the Advertising Law will have specific provisions regulating the activities of celebrities and artists participating in online advertising. The Ministry plans to increase sanctions related to the level of fines or bans on advertising, even taking measures to restrict artistic activities and limit appearances in the media and social networks.
"State management in this field has been around for a long time, and has been implemented very specifically with many measures. In the coming time, it will be further strengthened in terms of Laws, Decrees and related documents," Mr. Le Hai Binh informed.
Regarding the reflection that "advertisements can be known to be untrue just by hearing them", the Permanent Deputy Minister of the Ministry of Culture, Sports and Tourism hopes that the press will continue to contribute to increasing the knowledge of society, so that anyone who sees an advertisement will know whether it is true or false. That also contributes to raising the awareness of celebrities, artists, famous singers and actors when advertising, helping them realize that this can easily trade off the reputation and love of the public that they have worked so hard to build.
