The Law on Reserve Forces 2019 was passed by the 14th National Assembly , 8th Session on November 26, 2019, effective from July 1, 2020, regulating the regime and policies for reserve soldiers participating in training, exercises, mobilization readiness and combat readiness inspections.
The Law on Reserve Forces 2019 was passed by the 14th National Assembly, 8th Session on November 26, 2019, effective from July 1, 2020 (hereinafter referred to as the Law); together with the documents detailing the guidance of the Law promulgated, it has created a legal corridor, enhancing the effectiveness of state management of the reserve forces; accordingly, the Law on Reserve Forces 2019 stipulates the responsibilities of reserve soldiers assigned to reserve units participating in concentrated training, drills, mobilization readiness inspections, and combat readiness at Point b, Clause 1, Article 4 "Implementing the call for training, drills, mobilization readiness inspections, and combat readiness"; At the same time, the law also stipulates the regime and policies for reserve soldiers participating in training, drills, mobilization readiness and combat readiness inspections in Articles 30 and 31, which are specified in Decree No. 79/2020/ND-CP dated July 8, 2020 of the Government stipulating the regime and policies in building and mobilizing reserve forces.

Regarding the salary and allowance regime, family allowance is stipulated in Clause 1, Clause 2, Article 4 and Clause 1, Article 5, Decree No. 79/2020/ND-CP; accordingly, the allowance regime according to working days and family allowance is as follows:
“Article 4. Allowance per working day
1. For reserve officers and reserve professional soldiers, the daily allowance is calculated by dividing the current basic monthly salary of an officer with the same military rank or the same salary level of a professional soldier on active duty by 26 days.
2. For non-commissioned officers and reserve soldiers, the daily allowance is calculated at the same military rank allowance as the non-commissioned officers and soldiers on active duty with the same military rank (excluding military rank allowance due to extended service time). If the period of concentration is from 5 to 15 days, they will receive 1/2 month's allowance; if the period of concentration is from 16 to 31 days, they will receive a full month's allowance; if the period of concentration is more than 31 days, the allowance will continue to be enjoyed as prescribed from the beginning.
Article 5. Allowance for families of reserve soldiers
1. Subsidy level
a) The allowance of 160,000 VND/day applies to families of reserve soldiers who are working, studying, or working in agencies and organizations and receiving salaries from the state budget.
b) The allowance level of 240,000 VND/day applies to families of reserve soldiers who are not subject to the provisions of Point a of this Clause.
c) In case a reserve soldier is sick or has an accident and needs medical examination or treatment, the family of the reserve soldier is entitled to receive an allowance but not exceeding the time spent on training, exercises, mobilization readiness checks, combat readiness and mobilization.
Thus, the subsidy level of VND 240,000/day as prescribed in Point b, Clause 1, Article 5, Decree No. 79/2020/ND-CP is suitable for the average income of workers in regions, areas and areas nationwide in 2020; accordingly, the basic salary for cadres, civil servants, public employees and armed forces receiving salaries from the state budget at this time is VND 1,490,000.
In response to voters' opinions, the Ministry of National Defense continues to direct relevant agencies to research and coordinate with departments, ministries, branches and localities to report to the Government in the coming time to adjust the family allowance level for reserve soldiers participating in concentrated training, drills, mobilization readiness and combat readiness inspections to ensure the regime and policies for reserve forces are consistent with the country's economic development and Resolution No. 27-NQ/TW, term XII, on reforming salary policy.
