This morning, March 27, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong chaired a working session with relevant departments, agencies and investors to remove difficulties and obstacles in site clearance and implementation of wind power projects in the province.

According to the report of the Department of Industry and Trade, Quang Tri province has been included in the power development plan and wind power development plan by the competent authority with 31 wind power projects with a total capacity of 1,177.2 MW. To date, 20 projects have been put into commercial operation with a total capacity of 742.2 MW; 1 project has completed construction and is completing operational procedures; 10 projects have been approved for investment and are being implemented with a capacity of 394 MW.
Of the 10 projects being implemented in Huong Hoa and Dakrong districts, 6 projects are implemented according to the price mechanism and policy for transitional projects, 4 projects are implemented according to the electricity generation price framework applied to solar and wind power plants, and this price framework is currently being developed by Vietnam Electricity Group and submitted to the Ministry of Industry and Trade for consideration and approval.
Reporting at the meeting, representatives of investors informed about the project implementation progress and pointed out difficulties and problems.
In particular, it is recommended that the Provincial People's Committee and localities pay attention to and resolve issues related to site clearance, transportation, and equipment installation; strengthen propaganda among the people about the project implementation policy, creating favorable conditions for investors in site clearance; consider establishing a specialized working group on site clearance for wind power projects; direct relevant departments and branches to promptly organize auctions and fully exploit forests to hand over clean land to investors; consider extending the progress of investment projects for projects that are stuck in site clearance, affected by the State's electricity purchase price mechanism and policy.
The biggest problem in site clearance that most projects are facing is that some households do not cooperate, requesting support payments at prices higher than the regulations; land disputes between households; unclear ownership of rural roads leading to difficulties in signing and completing documents...

For projects under the transitional mechanism (not yet operating at FIT price), investors said that because negotiations on electricity prices between investors and the Electricity Trading Company - Vietnam Electricity Group have not yet been completed, operating at temporary electricity prices (50% of the ceiling price) is causing many difficulties for investors. Therefore, the Provincial People's Committee is requested to make recommendations to competent authorities to urge negotiations and soon have official electricity prices.
Investors of projects under the non-transitional mechanism requested the Provincial People's Committee to recommend the Prime Minister and the Ministry of Industry and Trade to soon issue a price mechanism for new wind power projects, as a basis for investors to calculate and demonstrate project efficiency to credit institutions, and soon promote project completion progress.
Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong shared with investors the difficulties they are facing. At the same time, he affirmed that within its authority, the locality will support, accompany and create favorable conditions for investors in the process of implementing wind power projects in the area. Regarding difficulties in pricing mechanisms, the province continues to propose to the Prime Minister and the Ministry of Industry and Trade to consider and resolve.
Regarding site clearance, the Department of Industry and Trade is assigned to advise on the establishment of a specialized working group to support investors in the process of implementing projects; assess the progress and capacity of investors to develop a plan for developing wind power projects in the coming time and submit it to the Provincial People's Committee as soon as possible; strengthen the supervision and management of investors' responsibilities for ongoing projects.
For Huong Hoa district, it is required to actively support investors in inventory work, setting compensation prices for land acquisition and clearance, and propagandize and mobilize people to cooperate with investors to speed up the progress of land acquisition and clearance; the provincial police monitor and grasp individual cases that do not cooperate, tend to take advantage of the setting of compensation prices for land acquisition and clearance to incite, intentionally cause difficulties, and obstruct investors from implementing projects in order to have deterrent, educational and handling measures according to regulations; the Department of Agriculture and Rural Development coordinates with relevant departments, branches, localities and investors to review the area of forest land that must be converted to have specific instructions to promptly hand over the site for projects.
On the investor side, it is recommended to seriously absorb the opinions of departments, branches and localities, promptly review and calculate investment phases to be proactive in implementation. Quickly complete legal procedures according to regulations on site clearance and submit to competent authorities for appraisal and approval, as a basis for implementing the next steps.
