Hai Phong has a dense river network, the largest river density in the North, rivers surround every neighborhood, every village. Therefore, Hai Phong is called the city of rivers, the city of bridges. These rivers not only carry many cultural and historical values but also play an important role in the socio-economic development of the city.

The rivers in Hai Phong have long been "witnesses" of history. Since ancient times, female general Le Chan chose the fertile alluvial land along the banks of the Cam River to reclaim and establish An Bien, the predecessor of today's Hai Phong city. Bach Dang River is a legendary, sacred and heroic river, one of the most sacred in Vietnam, associated with three famous battles. "Giang san vuong khi Bach Dang thu" (The sacred air of mountains and rivers remains in Bach Dang). Cam River is a symbol of the harmony between the past, present and bright future of the city. The three river landscape corridors: Cam River, Lach Tray River and Van Uc River will be the economic and service development corridors, and also the focus of Hai Phong's river tourism development.

With such favorable river conditions, however, Hai Phong currently does not have river tours but only passenger transport by river and some spontaneous tourism activities.

The main reason hindering the development of river tourism in the city is the underdeveloped waterway transport infrastructure - the biggest barrier to the development of river tourism; there is no strategy, planning, or plan for the development of synchronous river tourism; the river landscape for tourism development has not been properly invested; there is no artistic lighting system along the river, there is still a lot of garbage and duckweed on the river, the riverside landscape is sometimes shabby and dirty; cultural, historical, religious, community activities, ecology, and riverside entertainment experiences have not been developed...

Therefore, the Department of Culture, Sports and Tourism organized this workshop to research and develop a project to develop waterway tourism in Hai Phong city.
