Hong Phong Company Limited (Cao Loc) exploits limestone to produce construction materials.
Hong Phong Company Limited operates in limestone mining for common construction materials in Tinh Che village, Hong Phong commune, Cao Loc district. With an exploitation area of 28.5 hectares and a mining capacity of 53,000m³/year, the company regularly updates legal documents, fully implements licensing procedures and reports periodically.
Mr. Nguyen Thanh Truong, Deputy General Director of the Company said: We apply flat layer mining technology, direct transportation with modern machinery systems such as self-propelled drilling equipment with dust collection function, blasting with differential detonators to reduce vibration and using water spraying vehicles to moisten the rock before blasting. The Company has also developed a plan for environmental improvement and restoration and organized periodic monitoring every 6 months. At the same time, strictly implement the payment of taxes, fees, and environmental restoration deposits in accordance with the provisions of law.
In Cao Loc district, there are currently 5 mineral exploitation enterprises operating mainly in stone mining for construction materials. According to Mr. Hoang Manh Cuong, Vice Chairman of the District People's Committee, the inspection and supervision of this activity is always carried out regularly and continuously. From 2024 to present, the District People's Committee has coordinated with specialized agencies to inspect, verify and handle a source of information reflecting the environmental pollution situation in the stone quarry area; urged an enterprise to fulfill its obligation to pay a fine for mining beyond its permitted capacity, with an amount of 140 million VND. In addition, the District People's Committee has also directed the People's Committees of communes and towns to strengthen propaganda work, strictly control land reclamation, site leveling, and pond digging activities that show signs of being exploited for illegal mineral exploitation.
According to statistics from the Department of Agriculture and Environment, the province currently has 57 valid mineral exploitation licenses, mainly for the exploitation of common construction materials. In 2024, the Provincial People's Committee issued 5 new mineral exploitation licenses, approved 2 mine closure projects, and decided to close a soil mine for common construction materials.
Mr. Nguyen Huu Truc, Deputy Director of the Department of Agriculture and Environment, said: In order to properly manage resources, exploit and protect, avoid loss, waste and negative impacts on the environment, from 2024 to present, the Department has inspected and examined 45 enterprises, sanctioned 16 units for administrative violations with a total amount of 1.8 billion VND; recovered nearly 2.3 billion VND in illegal profits. The violations are mainly related to errors in exploitation design, failure to follow technical procedures or incomplete reports.
The work of protecting unexploited minerals has been implemented synchronously in all 11 districts and cities in the province. The districts and cities have issued directives, established inspection teams, and announced phone numbers and emails to receive people's feedback on illegal mining in the area. Environmental monitoring work has been carried out relatively fully by enterprises. The environment in mining areas is basically stable. To date, no serious environmental incidents have been recorded in the area.
An important highlight in mineral management in recent times is the Prime Minister's approval of the Lang Son Provincial Planning in Decision No. 236/QD-TTg dated March 19, 2024. This planning clearly defines the areas for mineral exploration and exploitation until 2030, with a vision to 2050, with 185 mining sites, including 76 limestone mines, 44 landfill mines, 32 river sand and gravel mines, etc.
At the same time, the Provincial People's Committee has approved 1,729 areas banned from mineral activities, with a total area of over 458,000 hectares, and 209 temporarily banned areas with an area of over 173 hectares, to ensure safety, protect natural heritage and stabilize people's lives.
Based on the direction of the province, districts and cities are proactively implementing many specific solutions. Mr. Hoang Duong Tuan, Head of the Department of Agriculture and Environment of Van Lang district, said: In the coming time, the district will continue to seriously implement Resolution No. 10-NQ/TW dated February 10, 2022 of the Politburo on the strategic orientation of geology, minerals and mining industry to 2030, with a vision to 2045 and the plans of the Provincial Party Committee and the Provincial People's Committee on the strategy of geology, minerals and mining industry to 2030, with a vision to 2045. At the same time, the district will strengthen supervision, inspection, and strict handling of mines that violate regulations, affect people's lives, damage infrastructure, or delay in paying financial obligations.
Tightening management of mineral exploitation activities not only helps protect valuable resources and reduce environmental pollution but also contributes to local economic development.
