According to the report of the Industrial Park Management Board (IPB) of Yen Bai province, as of mid-May 2025, up to 34 projects in the IPs were behind schedule compared to the commitment. Many outstanding issues have been pointed out. Some projects have not completed legal documents on land, construction, environment, fire prevention and fighting but have come into operation. More worryingly, there is a situation where enterprises are not producing according to the objectives specified in the Investment Policy Decision/Investment Registration Certificate, and even arbitrarily and illegally sublet factories to other enterprises.
In addition, some projects have been suspended for a long time but have no plans to restart, and illegal discharges still occur, causing waste of resources and negatively affecting the general investment environment.
Faced with this situation, the Provincial Management Board of Industrial Parks has been implementing drastic measures. The Board is coordinating with authorities at all levels to comprehensively review projects under the direction of the Provincial Party Committee. In May 2025 alone, 01 project was issued a decision to impose a penalty on construction; 02 other projects are being recorded and proposed to be penalized.
In the coming time, the Provincial Industrial Park Management Board will continue to tighten management and resolutely handle projects that violate the law, especially those that operate beyond their objectives or illegally sublease factories. At the same time, the Board will coordinate with other sectors to work directly with enterprises that are temporarily suspending production to come up with a final solution. This strong move affirms Yen Bai's consistent stance in shifting from attracting massive investment to selecting quality projects, determined to build a transparent, disciplined and truly sustainable business environment.
