In an era where all areas of social life are being digitized and solved by digital technology solutions, helping people, especially those with limited access to technology, to grasp and master digital technology anywhere, anytime, according to practical needs is being actively implemented by Yen Bai province in simple, close and practical ways. Following the success of the "AI Popular Education" model, Yen Bai province is continuing to promote and spread the "Digital Popular Education" movement to give people the opportunity to effectively exploit the achievements of science, technology and innovation.

"Popular AI Learning" - Arousing the spirit of self-study, spreading knowledge

As the first province to launch the "People's AI Learning" model nationwide in October 2023, Yen Bai province wishes to quickly popularize basic artificial intelligence platforms to all people according to the motto "those who know teach those who don't know", "those who know a lot teach those who know less", so that people can apply and improve the quality and efficiency of learning, work, production and life.

Since its launch, the movement has been actively responded to by localities, agencies, units, and businesses in the area, with specific and practical actions to popularize basic AI platforms to everyone. Up to now, learning and applying AI to work, study, and production has truly become a movement with strong influence in the community, attracting more and more cadres, civil servants, public employees, and people to respond and participate.

The rate of provincial, district and commune-level officials and civil servants who know how to exploit and use useful, safe and healthy artificial intelligence (AI) platforms, contributing to improving productivity, quality and work efficiency, is about 25%; many businesses, cooperatives and farmers have effectively applied AI platforms in economic development.

"Digital literacy for all" – the wave of removing technological barriers

In an era where all areas of life are being digitized and solved by digital technology solutions, people without digital skills will face many difficulties. Following the success of the "AI Popularization" model, in early June 2025, Yen Bai province launched the "Digital Popularization" movement. This is an activity to concretize the Party's policy in Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; responding to and implementing the direction of General Secretary To Lam on implementing the "Digital Popularization" movement and the "lifelong learning" movement.

Comrade Ngo Hanh Phuc - Vice Chairman of Yen Bai Provincial People's Committee said: "The "Digital Education for All" movement is being implemented with the expectation that no one will be left behind in the digital age. Recently, the province has established a Steering Committee; developed and implemented a Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. In particular, the province has concretized the Central Government's direction to issue a Plan to implement the "Digital Education for All" movement with clear and practical goals and tasks aimed at 4 target groups: civil servants; students; employees in enterprises and people".

The "Digital Education for All" movement is directed by the province to be implemented in a variety of ways and forms of direct learning organized by all levels, sectors, agencies, units, and enterprises; online learning through digital platforms, mass courses organized by the Central and the province. The movement also encourages the development and widespread dissemination of current creative and effective models and practices such as: digital families, digital markets, community digital transformation teams, or the "AI Education for All" movement... to promote lifelong learning and improve digital capacity for people throughout the province.

Mr. Lai The Anh in Mau A town, Van Yen district shared: "I used to think digital technology was something very far away, but now I understand that if I don't know how to use technology, I will be left behind. From simple things like: handling administrative procedures online, registering for medical examination and treatment online, making cashless payments, looking up information in various fields, to participating in online classes... all require digital skills. The "Digital Education for All" movement helps me see clearly: learning digital skills is not to "work in technology", but to serve my daily life more conveniently and modernly. Therefore, I will spend appropriate time to study and improve my basic digital knowledge and skills. At the same time, I will promote, spread, and share the purpose, meaning, and learning activities of the "Digital Education for All" movement in my family, clan, and residential area so that everyone can become digital citizens."

In fact, the "Digital Education for All" movement does not stop at traditional classrooms, but is also expanded to include learning anywhere, anytime, according to practical needs. Many localities have established community technology groups in residential groups, villages, and hamlets to regularly support people in solving problems when using digital devices and online public services.

The movement will remove barriers to digital technology, inspire and motivate each citizen to actively and voluntarily participate, self-study and improve their digital knowledge and skills; narrow the digital gap between urban and rural areas, between mountainous and delta areas, between different classes of people, ensuring that no one is left behind in the process of modernization and international integration.

Digital technology enters life

Adapting to the times, Mr. Luong Xuan Viet in Suoi Giang commune, Van Chan district has actively learned how to approach technology to promote homestay and local tourism to a large number of domestic and foreign tourists. On social networking platforms, he regularly posts creative content, real videos about experiencing cultural values, sightseeing, tea ceremony performance space, cultural programs, Mong ethnic arts in the commune... so he has attracted many likes, shares and contributed to the rapid increase in the number of visitors to Suoi Giang every year. The number of visitors to Suoi Giang in 2024 increased by about 40% compared to 2020.

Anh Viet shared: "Realizing that developing tourism on social media platforms is an opportunity to build images and information for tourists, I have participated in many training courses and learned online to know how to make videos and tiktok to post on Facebook and Zalo pages. Through that, I have received a lot of interaction from tourists, the homestay is known to more people and it is easy to contact and book rooms in advance, so we have carefully prepared to welcome tourists."

Digital transformation is being promoted, seemingly unfamiliar technologies have now reached farmers, business households, and enterprises covering many localities in the province and bringing many conveniences to people. The specialty grapefruit garden of Mr. Nguyen Manh An's family - Kha Linh village, Dai Minh commune, Yen Binh district has been assigned QR codes for 15 grapefruit trees by the authorities, providing QR codes for 150 fruits for each ancient grapefruit tree. Mr. An said: "Looking up grapefruit trees and grapefruit through scanning codes is an important factor in creating customer trust in the product. Along with that, I also apply sales on social networks, so my family's grapefruit products are consumed smoothly and the price is also higher."

Yen Bai province aims to have 80% of adults using essential digital services by the end of 2025; 80% of workers in enterprises and cooperatives have the ability to apply technology in production and business. By the end of 2026, digital skills will be universalized for people in the province... To achieve the goal, along with the efforts of all levels and sectors, each cadre, party member, each family, each organization must be the core, proactively and actively learning, sharing, and spreading digital knowledge to the community to form digital citizens, digital families, and a civilized and modern digital society, contributing to the development of the locality in the direction of "Green, harmonious, unique, happy", confidently moving forward with the whole country into the era of growth.
