Discussing the draft Law on National Reserves (amended), National Assembly delegate Huynh Thanh Sang affirmed that digitizing national reserves is an urgent requirement to ensure the quality and safety of national reserves and improve response efficiency in emergency situations.

Digitizing the national reserve system ensures synchronization and connectivity

On the morning of November 26, participating in the discussion session at the Hall to contribute opinions to the draft Law on National Reserves (amended), delegate Dieu Huynh Sang (Dong Nai province delegation) affirmed that in the context of economic , social and national security challenges, the role of the national reserve system is very important. However, at present, the national reserve system is still backward in terms of infrastructure and lacks modern preservation technology. This significantly affects the efficiency of storage and response in emergency situations.

The delegate said that so far, the ministries and branches have built 39 new national reserve warehouses according to the approved plan. However, the current national reserve warehouse system is not synchronous, is small, scattered and many warehouses are also degraded. Some ministries and branches are currently having to take advantage of many old warehouses to store national reserve goods.

"The slow improvement of infrastructure and technology in the national reserve system will lead to many serious consequences, waste the State budget and affect the efficiency of use in urgent situations such as natural disasters, epidemics and major market fluctuations. Meanwhile, practical requirements require very fast processing and the ability to trace the origin immediately and with high accuracy" - delegate Dieu Huynh Sang said.

According to the delegates, digitizing the national reserve is an urgent requirement to ensure the quality and safety of national reserves and improve response efficiency in emergency situations . This is also a strategy to protect national interests, ensure food security, health and national defense in the context of globalization with many fluctuations.

From the analysis and practical evidence, delegate Dieu Huynh Sang proposed that in order for the digitization process of the national archive system to achieve synchronous efficiency, there needs to be a long-term investment policy and overall planning from the central to local levels. "The Drafting Committee should clarify the investment resources for modernizing the reserve warehouses according to the criteria of industry, modernity, and digitalization. In addition, it is necessary to clarify the management, operation, and data analysis of national reserve warehouses because the draft Law is currently unclear" - the delegate emphasized.

Agreeing with the view of delegate Dieu Huynh Sang, delegate Thach Phuoc Binh (Vinh Long province delegation) said that the draft including the content of digital transformation, research and application of new technology in the amended Law is a very correct direction. However, according to the delegate's assessment, there are still some fundamental regulations missing. According to the delegate, it is necessary to add regulations on the national reserve database to serve market forecasting, price regulation and timely import and export decisions. This data system must be interconnected between ministries and branches and operated in real time.

Regarding the field of digital transformation, delegate Le Thi Thanh Lam (Can Tho City delegation) highly appreciated the innovative spirit of the law which fully mentioned the application of new technology in importing, exporting and preserving reserve goods (in Article 30 on Research and development of science and technology, innovation, digital transformation in the field of National Reserves). However, according to the delegate, the draft has not yet covered the new pillars of national security which are digital data and digital resources.

Delegate Le Thi Thanh Lam cited: On August 18, 2025, the Prime Minister issued Resolution No. 175 approving the data strategy at the National Data Center, identifying data at the National Data Center as a national resource, playing a strategic role in innovation in economic and social development, security, cybersecurity and digital transformation. On that basis, the delegate suggested the need to Supplementing regulations on digital data and digital resource reserves, including platform data, shared data, strategic digital resources, critical digital infrastructure and core technology components serving the economy, society and emergency response.

The delegate affirmed, "This addition helps to synchronize with the Government's orientation, keep up with international trends and create a long-term vision for the Law, ensuring a modern, flexible and sustainable National Reserve in the digital age".

Delegate Le Thi Thanh Lam (Can Tho City delegation) spoke

Regarding the national reserve warehouse (stipulated in Article 29 of the Draft Law), delegate Nguyen Tam Hung (HCMC delegation) expressed his agreement with the regulation on modernizing the reserve warehouse, and at the same time suggested that the Drafting Committee consider adding the requirement that 100% of the national reserve warehouse must be digitized and automatically monitored by imaging and sensor technology . This is a requirement suitable for natural disaster and non-traditional security conditions, reducing the risk of fire, explosion, damage to goods and helping management work to be transparent, timely and accurate.

In addition, regarding the research on the application of science and technology and digital transformation in Article 30, delegate Nguyen Tam Hung suggested that the Drafting Committee consider adding the task of developing a smart reserve model to forecast demand, market fluctuations and determine the structure of reserve goods. The application of smart technology helps the State to predict early risks of scarcity, increase the effectiveness of market regulation and reduce policy response time.
