Adding comments to the draft Law, delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that the draft Law stipulates that the Deputy Chief Prosecutor of the Provincial People's Procuracy and the Deputy Chief Prosecutor of the Regional People's Procuracy are appointed, dismissed, and removed from office by the Chief Prosecutor of the Supreme People's Procuracy . With this provision, it is recommended that the drafting agency consider the responsibility of the Chief Prosecutor of the Provincial People's Procuracy in personnel management. Because the Provincial People's Procuracy is the agency that directly monitors and evaluates the staff of the Regional People's Procuracy.

"Therefore, in the process of appointing, dismissing, and removing Deputy Chief Prosecutors of Provincial People's Procuracies and Chief Prosecutors and Deputy Chief Prosecutors of Regional People's Procuracies, it is necessary to consider the responsibilities of the Chief Prosecutor of Provincial People's Procuracies," delegate Viet Nga expressed.

Also interested in the provisions in the draft law on the duties and powers of appointing Chief Prosecutors of People's Procuracies at all levels, delegate Sung A Lenh ( Lao Cai Delegation) said that the drafting agency should consider adding provisions that the appointment of Chief Prosecutors and Deputy Chief Prosecutors of regional People's Procuracies must be agreed upon by the Chief Prosecutor of the provincial People's Procuracy and the Party Committee and local government at the same level to ensure consistency in the process of implementing personnel work according to regulations.

Meanwhile, delegate Pham Van Hoa (Dong Thap delegation) acknowledged that specific duties and powers for prosecutors need to be strictly regulated, avoiding assignments in office work, finance, accounting, personnel organization, etc.; and it is necessary to assign the Chief Justice of the Supreme People's Procuracy to specifically regulate the category of "other prosecutors".

Regarding the selection of prosecutors, delegate Pham Van Hoa agreed with the draft law's regulation to abolish the exam for prosecutors and only stipulate that first-time prosecutors must pass the exam. In fact, in the past, the exam for prosecutors was very costly and most of the exams did not fail, so abolishing it was necessary.

Meanwhile, most delegates agreed that the number of prosecutors of the Supreme People's Procuracy stipulated in the draft law is no more than 27 people.

Delegate Le Tat Hieu (Vinh Phuc Delegation) analyzed that, according to the policy of streamlining the Party and State apparatus, the draft law stipulates that there will be no High-level People's Procuracy, the work of this agency will be transferred to the Supreme People's Procuracy, therefore, increasing the number of prosecutors as in the draft law is appropriate.

Delegate Le Tat Hieu also suggested that it is necessary to supplement regulations on administrative sanctions for acts of obstructing the People's Procuracy's prosecution activities.
