At the training course, nearly 300 delegates who are leaders and accounting officers in charge of purchasing and bidding at medical facilities in the province were updated on Bidding Law No. 90 (effective from July 1, 2025); Decree No. 214 of the Government (effective from August 4, 2025) detailing the designation of bids, simplified bidding and the mechanism for handling practical difficulties; Circular 79/2025 of the Ministry of Finance guiding financial management, bidding documents, reducing procedures, increasing transparency and accountability; guiding the process of selecting contractors, centralized purchasing, bidding for drugs, supplies, medical equipment; instructions on operations on the national bidding network system, payment and settlement procedures, public asset management, etc.

The training course aims to help units grasp the new regulations and apply them consistently in procurement and bidding. Thereby, contributing to increasing the efficiency of budget use and preventing administrative violations in the health sector.
