Soc Trang: Request to report weekly results of public investment disbursement

Disbursement lower than national average

According to a report by the Soc Trang Department of Finance, the total public investment capital plan for 2025 assigned by the Prime Minister to Soc Trang province is over VND8,957 billion. To date, the province has allocated nearly 99.3% of the assigned plan in detail.

Implementing the Resolution of the People's Council of Soc Trang province, the Provincial People's Committee has allocated the capital plan target to increase budget revenue in 2023 to investors of over 58 billion VND; the total capital plan allowed to extend the implementation period and disbursement in 2025 to the reporting time is over 610 billion VND.

Thus, the total public investment capital plan to be implemented in 2025 of Soc Trang province (including: the capital plan assigned in 2025 by the Prime Minister , the additional capital plan assigned by the province and the capital plan of previous years allowed to be extended) is over 9,625 billion 556 million VND, by April 30, 2025, over 1,060 billion VND has been disbursed, reaching 11.01% of the plan.

Currently, the disbursement of the capital plan assigned by the Prime Minister to Soc Trang province by the end of April reached 11.35%, lower than the average disbursement rate of the whole country (15.56%); 14/22 units have a capital disbursement rate in 2025 above the average of the province and there are still some units that have not disbursed...

Compensation and support for site clearance for project construction are still slow due to difficulties in determining compensation land prices due to not reaching an agreement with the people, slow handover of the site; determining the origin of land use of households is difficult due to multiple transfers, which prolongs the time, completing land recovery records through many steps; difficulties in building land price lists due to merging provincial-level administrative units according to the provisions of the 2024 Land Law...

Tighten discipline, promote responsibility of leaders

In order for the site clearance and public investment disbursement in 2025 to be on schedule as planned, Chairman of the People's Committee of Soc Trang province Tran Van Lau requested departments, branches, investors, and district-level People's Committees to identify public investment disbursement as one of the key and continuous tasks. Therefore, it is necessary to tighten discipline and order in the process of performing assigned tasks, promote the responsibility of leaders, assign specific leaders to be responsible for monitoring the implementation progress, promptly remove difficulties, and be responsible for the disbursement results of each project.

At the same time, increase the frequency of on-site inspections and weekly meetings to promptly correct existing problems and shortcomings, proactively find specific solutions to remove difficulties and obstacles, especially in site clearance. Resolutely handle contractors with limited capacity and contract violations. Carry out procedures for payment of investment capital as soon as the volume is accepted according to regulations.

The Chairman of the People's Committee of Soc Trang province requested investors to review and make a commitment to disburse each project to report weekly to the People's Committee of the province; there must be solutions to implement each project. The People's Committees of districts, towns and cities focus on resolving the work of site clearance, compensation, support and resettlement in a timely and proper manner for the people, ensuring compliance with the law and harmonizing the interests of the State and the people.

Before June 20, 2025, the site of all works and projects must be completely handed over; any favorable projects must be implemented immediately, and any difficult ones must be promptly resolved.
