Great aspirations for new opportunities
The Resolution of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045, has opened up new momentum for Khanh Hoa to become a centrally-run city; an international sea tourism and service center; a central growth pole of the South Central Coast, Central Highlands and the whole country.
To realize that vision, the province has set ambitious goals, notably the determination to achieve a double-digit GRDP growth rate in the 2025-2030 period. In particular, since July 2025, the merger with Ninh Thuan province has created a new development space, with a much larger population and economic potential; converging all strategic economic pillars of industry-energy, tourism-services, urban and construction.
Secretary of the Phan Rang Ward Party Committee, Chau Thi Thanh Ha, said: In the early days of operating the two-level local government mechanism, the ward encountered certain difficulties. The workload increased rapidly and diversified, staff had to work at high intensity; some new staff were still confused about the process and coordination of work; the information technology infrastructure did not meet the requirements, affecting the efficiency of online file processing and public services.
However, after more than two months of implementing the two-level local government system model, activities have gradually stabilized, achieving many important results, which is a positive signal for the Party Committee, government and people of Phan Rang ward to confidently and determinedly implement the Resolution of the Ward Party Congress, term 2025-2030.
Currently, 64 communes and wards have established 192 specialized departments and 64 public administrative service centers. The Truong Sa special zone is carrying out procedures to establish its organizational apparatus according to regulations. After coming into operation, the commune-level government has carried out procedures to convert and establish villages, residential groups, and neighborhoods according to regulations.
After merging with the old Ninh Thuan province, the task of stabilizing the organizational structure is very important, because it is not only about merging books and assets but also about harmonizing public service culture, working procedures and most importantly, human resources. Along with that, focus on implementing well the policy of arranging and streamlining administrative units at the commune and ward levels and specialized departments throughout the province.
Therefore, in the immediate future, the current number of district and commune-level cadres and civil servants will be maintained to arrange work at the commune level and the staff will be reviewed and streamlined for commune-level cadres and civil servants who do not meet the prescribed standards in order to restructure and improve the quality of the team to meet the requirements of the task, ensuring that within a period of 5 years, they will basically comply with the Government's regulations. Along with that, the rotation and transfer of leaders and managers will be promoted to train, practice and avoid inertia.
The arrangement and assignment of cadres, civil servants, public employees and workers at agencies, units and localities must ensure the principles and orientations of competent authorities and be suitable to the actual situation of the agency, unit, locality, resources, experience, professional qualifications and aspirations.

Taking stability as the driving force for growth
At the same time, complete a common "set of operating rules", issue coordination regulations, assign specific tasks to agencies and units after the merger, and end the situation of overlapping functions or vacant tasks. Promote the construction of digital government, synchronize data and work processing procedures across the province, and create a consistent working environment. At that time, work efficiency will depend on standardized processes, not the habits of an individual or unit.
Along with that, Khanh Hoa continuously improves the PAR INDEX and SIPAS indexes... which is a positive signal, showing that the province is on the right track when taking the satisfaction of people and businesses as a measure.
Phan Rang Ward Party Committee Secretary Chau Thi Thanh Ha shared: Up to now, the Ward Public Administration Center has been operating stably, ensuring compliance with regulations on the "one-stop shop, one-stop shop" mechanism. People coming to resolve administrative procedures are served faster, all procedures are increasingly public and transparent.
According to the Department of Home Affairs, the province has issued regulations on policies to support housing rent and travel expenses for officials, civil servants, public employees and workers after rearranging administrative units and organizing two-level local governments.
Regarding the settlement of regimes and policies for cadres, civil servants and public employees (as of August 21, 2025): Number of cadres, civil servants and public employees who have had decisions to quit their jobs and enjoy regimes and policies due to reorganization: 2,067 people.
The goal of double-digit growth and becoming a centrally-governed city is a challenging journey, requiring determination and unity. On that journey, a streamlined, efficient administrative apparatus, with a team of steadfast, united and professional cadres is a solid "launch pad", the foundation of all foundations for Khanh Hoa to turn aspirations into reality, helping the land of "agarwood forests and bird's nest seas" to truly take off.
