Effective use of foreign non-governmental resources

After 5 years of implementing the National Program on strengthening, cooperating and mobilizing foreign non-governmental aid (NGO) for the period 2019-2025, Dong Nai province has mobilized and effectively used NGO resources to carry out social security work.

Proactively connect with non -governmental resources

There are currently 3 units assigned to be the focal point in the work of NGOs in Dong Nai province. In which, the Department of Foreign Affairs plays the role and performs the function of state management of the activities of NGOs. The Department of Finance is the focal point in receiving dossiers, presiding over, coordinating with relevant agencies to appraise, and submitting to the Provincial People's Committee for consideration and approval of receiving NGO aid. The Union of Friendship Organizations of Dong Nai province is the focal point in developing relationships and mobilizing NGO aid.

Deputy Director of the Department of Foreign Affairs of Dong Nai province, Vice Chairman of the Provincial Union of Friendship Organizations Nguyen Viet Thang said: In recent times, the units have coordinated to effectively connect, mobilize, receive and deploy resources from non-governmental organizations.

Up to now, Dong Nai province has attracted more than 1,500 investment projects from 45 countries and territories. This has opened up space and favorable conditions to build friendly cooperative relations between the people of Dong Nai province and the people of other countries. Thereby, facilitating the connection and exploitation of social responsibility of FDI enterprises, NGOs, and foreign associations for social security activities.

According to Vice President of the Dong Nai Provincial Union of Friendship Organizations Tran Thuy Tien, with the assigned focal role, the Provincial Union of Friendship Organizations has proactively coordinated with agencies, units and localities to implement the mobilization of foreign aid. First, to increase connectivity, every year, Dong Nai province organizes a conference to meet and honor foreign aid organizations, FDI enterprises and foreign associations that have made positive contributions. Along with that, the province has implemented many solutions to ensure that the reception and implementation of foreign aid projects take place quickly and smoothly.

At the same time, every year, the Provincial Union of Friendship Organizations, together with departments, branches and localities, develop a list of projects calling for aid as reference documents to send to NGOs, FDI enterprises and foreign associations for consideration.

During the implementation of projects and non-projects from foreign non-governmental organizations (NGOs), Dong Nai province has supported 175 foreign non-governmental organizations, foreign associations, and FDI enterprises to organize groundbreaking ceremonies, meet with beneficiaries, supervise construction works, and inaugurate projects. At the same time, the province has also accompanied in removing difficulties and obstacles, contributing to improving implementation efficiency and promoting sustainable cooperation...

Mr. Darell Smart, representative of Latter-day Saint Charities, said: During the process of implementing PCPNN projects with Dong Nai province, the organization always received coordination and favorable conditions to complete the set goals.

Thanks to the joint efforts of the whole province, after 5 years of implementing the National Program on strengthening, cooperating and mobilizing NGO aid for the period 2019-2025, Dong Nai province has cooperated with 202 NGO organizations, thereby mobilizing a total committed funding of nearly 497 billion VND, the disbursement value to date is equivalent to 275 billion VND.

Putting resources into social security work

From mobilized and received resources through NGOs, foreign associations, and FDI enterprises, in the past 5 years, Dong Nai province has implemented 215 projects and non-projects in the fields of education and training, healthcare, and solving social problems...

Recently, the Department of Ethnic Minorities and Religions and the Provincial Union of Friendship Organizations handed over two solid houses to two ethnic minority families in difficult circumstances in La Nga commune. Each house was supported by the Taiwan Chamber of Commerce in Vietnam - Dong Nai Branch with 75 million VND. Or Hyosung Dong Nai Co., Ltd. sponsored 700 million VND to build solid houses for families in difficult circumstances in Tan Phu and Dinh Quan communes... The special point is that in the process of implementing housing-related projects, local authorities mobilized additional resources, and each family contributed funds to demonstrate the responsibility of the locality and the beneficiaries.

In addition, since the beginning of the year, a series of clean water systems have been equipped for schools through PCPNN resources, such as: Tan Hanh Primary School, Tan Hanh Secondary School and Tran Van On Secondary School (Bien Hoa Ward), Phan Chu Trinh Primary School (Tan Trieu Ward)... to serve the needs of students and teachers.

At the same time, many computer rooms and projector systems serving teaching and learning needs were also transferred to schools.

Nguyen Phuc Nguyen, Principal of Thanh Phu Secondary School (Tan Trieu Ward), shared: Recently, through the Provincial Union of Friendship Organizations, departments, branches and local authorities, the school has received a lot of support from non-governmental organizations. This has contributed to creating more favorable conditions for teaching and learning of teachers and students at the school.

In the new period, Dong Nai province continues to identify the work of cooperation and mobilization of foreign aid as an inseparable part of people-to-people diplomacy and has a positive contribution to the process of striving for the goal of sustainable development of the province. Therefore, expanding cooperation with foreign organizations and international donors, calling for social responsibility contributions from FDI enterprises; building a list of projects calling for aid close to the actual needs of the province... will continue to be focused on implementation.
