Amending regulations on the use of funds to implement national target programs

Content of expenditure and general expenditure level for information, propaganda, dissemination and legal education

Circular 75/2024/TT-BTC clearly stipulates a number of expenditure contents and general expenditure levels for information, propaganda, and dissemination of legal education.

Accordingly, remuneration for training and performance activities of actors, participants in competitions, festivals, exchanges, parties, performances, reenactments, and experiments is as follows:

New program training fee: The fee for 01 new program training session is 75,000 VND/person/session/4 hours. In case the training session does not guarantee 04 hours, the fee for 01 new program training session is 60,000 VND/person/session. The maximum number of training sessions for a new program is 10 sessions.

The remuneration for 01 traveling performance for the main role is 100,000 VND/person. The number of propagandists playing the main role in the traveling performance programs is decided by the Director of the Cultural Center, Exhibition Information Center or Cultural - Sports Center at the provincial or district level.

The remuneration for 01 mobile performance for other roles is 80,000 VND/person.

Commend advanced models, promote the role of prestigious people

According to the Circular, expenditures for activities to commend and honor advanced models and promote the role of prestigious people are implemented according to the provisions at Point a, Clause 10, Section III of the Program issued with Decision No. 1719/QD-TTg and instructions of the Ethnic Committee.

For gift giving to advanced models: Maximum expenditure is 500,000 VND/person/time and no more than 02 times/year.

Expenditure for strengthening the material facilities for the operation of radio stations in particularly difficult communes, island communes, and island districts (in case the island district does not have a commune-level administrative unit): Implemented according to the guidance of the Ministry of Information and Communications and the decision approved by the competent authority. The level of support from the central budget for communes performing the task of establishing new commune radio stations is a maximum of 300 million VND/commune/island district (calculated in the province); the maximum average support level for upgrading and converting technology is equal to 70% of the maximum average support level for new establishment. Procurement is carried out according to the provisions of law on bidding and management and use of public assets.

Expenditure for sustainable agricultural and forestry economic development associated with forest protection and income improvement for people: Support content, support level, support methods for sustainable agricultural and forestry economic development activities associated with forest protection and income improvement for people: Implement according to the provisions in Chapter II of Decree No. 58/2024/ND-CP dated May 24, 2024 of the Government on a number of investment policies in forestry and guidance of the Ministry of Agriculture and Rural Development on forestry activities using career capital for Sub-project 1.

Circular No. 75/2024/TT-BTC takes effect from December 16, 2024.
