Environmental pressure from industrial zones

(Baothanhhoa.vn) - The formation and development of industrial parks (IPs) in the province have been promoting industrial production, creating jobs for workers, contributing to accelerating the industrialization and modernization of the homeland and the country. However, this process will also create considerable pressure on the environment if each investor and enterprise does not raise awareness and responsibility, and if the functional sector does not have strict management.

In addition to Nghi Son Economic Zone with 22 industrial parks (12 industrial parks have operational projects), the province also has 8 industrial parks such as: Le Mon, Bim Son, Hoang Long, Dinh Huong - Tay Bac Ga, Lam Son - Sao Vang, Thach Quang, Bai Tranh and Ngoc Lac. The industrial parks in the province have attracted more than 700 projects. The operations of companies and enterprises in the industrial parks have made practical contributions to the economic growth of the province. However, the operations of companies and enterprises in the industrial parks have also had impacts on the environment. Monitoring by functional agencies shows that dust pollution has been recorded in some industrial parks, partly due to the transportation of motor vehicles serving the supply of raw materials to enterprises in the industrial parks. The quality of surface water at some sampling locations in Nghi Son Economic Zone also shows signs of pollution. For example, the total nitrogen index on Yen Hoa River (in the Nghi Son 1 Thermal Power Plant area) reached Level B - average water quality, water can be used for industrial and agricultural production purposes after applying appropriate treatment measures. On Lach Bang River (at Do Dua Bridge, Hai Binh Ward) reached Level D - very poor water quality that can greatly affect fish and other organisms living in the aquatic environment due to low dissolved oxygen concentration, high concentration of pollutants. Water can be used for transportation and other purposes with low quality water requirements...

In order to minimize the impact on the environment from production and business activities, recently, companies and enterprises operating in industrial parks have made efforts to implement environmental protection solutions. For example, at Dinh Huong - Tay Bac Ga Industrial Park (Thanh Hoa City), while waiting for the centralized wastewater treatment plant with a designed capacity of 1,000m3/day and night to come into operation, the management, transportation and treatment of domestic waste, hazardous waste, and ordinary solid waste of production and business establishments have been contracted with companies such as: Thanh Hoa Urban Construction and Environment Joint Stock Company, Nghi Son Environmental Joint Stock Company, Viet Thao Environmental Joint Stock Company for transportation and treatment...

At Le Mon Industrial Park, Thanh Hoa Industrial Park Infrastructure Investment Joint Stock Company has invested in building a centralized wastewater treatment system with a design capacity of 1,300m3/day and night. The wastewater collection and treatment system at this industrial park has been granted a certificate of completion of the project and environmental protection measures by the Provincial People's Committee in Decision No. 13247/UBND-NN, dated November 16, 2016. Every day, the wastewater treatment process of the centralized wastewater treatment plant is automatically measured and stored in a datalogger by the monitoring station and transmitted to the Department of Agriculture and Environment at a frequency of 5 minutes/time via the internet using a static IP and continues to be transmitted to the Ministry of Agriculture and Environment every 60 minutes.

Thus, environmental protection work in industrial parks has gradually received attention and focus from all levels, sectors, and enterprises operating in industrial park infrastructure. However, according to practical records and assessments by functional sectors, there are still some enterprises operating but have not fully implemented environmental procedures or have not implemented additional environmental procedures when changing technology, increasing production capacity, and some enterprises have not seriously reported on annual environmental protection work. Waste classification, recycling, and reuse, moving towards a zero-emission industrial park model, as well as developing ecological industrial parks, or encouraging socialization in some industrial park environmental protection activities are slow to be implemented. The connection, collection, and treatment of wastewater and rainwater drainage in some industrial parks are difficult to control; the quality of wastewater is not stable, and at times does not meet discharge standards. In some industrial parks, the centralized wastewater treatment system is still not operating effectively, the collection network and the rainwater and wastewater drainage systems and wastewater treatment systems have not been periodically maintained... This is both a requirement and a challenge that requires more active participation of Party committees, authorities and functional sectors in the management stage so that industrial parks are not a concern for environmental protection in the future.
