Mr. Trinh Van Hung's family, Vinh Long commune (Vinh Loc) received a loan from the GQVL program to implement a greenhouse planting model project.
Currently, the GQVL loan credit program is implemented according to Decree No. 74/2019/ND-CP of the Government on policies to support job creation and the National Employment Fund. This Decree has many favorable incentives for workers such as: For production and business establishments, the maximum loan amount is 2 billion VND/project and not more than 100 million VND for 1 worker to create, maintain and expand jobs. For workers, the maximum loan amount is 100 million VND. The specific loan amount is considered by the Social Policy Bank based on the capital source, production and business cycle, and the borrower's ability to repay the loan to negotiate the loan. The maximum loan term is 120 months, the loan interest rate is equal to the loan interest rate for near-poor households according to the law on credit for near-poor households.
To facilitate people's access to preferential capital of the program, Vinh Loc Social Policy Bank has done a good job of disseminating the preferential capital of the loan to the people; at the same time, it has conducted appraisal and disbursement of loans conveniently and quickly for loan projects. Through the National Employment Fund, Vinh Loc Social Policy Bank has supported many disadvantaged laborers, people with disabilities, and laborers in rural areas to have the opportunity to access preferential credit to expand and develop production and business activities, contributing to creating and self-creating jobs for themselves, their families, and the community.
In 2022, Mr. Trinh Van Hung's family in Vinh Long commune received a loan of 90 million VND from Vinh Loc Social Policy Bank for GQVL capital to implement a model of growing plants in greenhouses and net houses. Currently, Mr. Hung's family's model has an area of 4,500m2, with many types of plants such as melons, cantaloupes, strawberries, flowers of all kinds..., with an average income of more than 200 million VND/year. Mr. Hung said: "Wanting to have capital to expand production and business, creating stable jobs for family members, so when Vinh Loc Social Policy Bank staff promoted the loan source, I registered for a loan with preferential interest rates, convenient loan procedures, and quick disbursement, I was very happy. From the loan source, I have expanded production and business, my family's income has increased. My family is committed to using the loan effectively, paying interest and principal on time according to regulations".
The garment processing facility of Ms. Pham Thi Thuc's family in Vinh Phuc commune also received a loan to expand production and business scale, creating jobs for workers thanks to the loan capital from the VBSP. It is known that in 2024, Ms. Thuc's family received a loan of 100 million VND from the VBSP program to invest in purchasing machinery and expanding production scale. Currently, the family's garment factory is creating jobs for nearly 20 workers with an income of 5 - 6 million VND/person/month.
Director of Vinh Loc Social Policy Bank Le Anh Thien said: “Over the years, the GQVL loan program has truly been a “push” to help households develop production and increase income. During the implementation process, the bank has fully, promptly and publicly implemented related policies. At the same time, it has coordinated with entrusted political and social organizations to promote propaganda, guidance and create favorable conditions for people to access loans. In particular, to make the GQVL capital source effective, before disbursing capital, the unit has coordinated with local authorities and entrusted political and social organizations to carefully appraise each project. One month after disbursement, political and social organizations focus on inspecting, supervising and guiding beneficiaries to use the capital for the right purpose. Savings and loan groups at the grassroots level urge borrowers to pay interest and principal periodically, not allowing overdue debt to arise."
As of mid-May 2025, the total outstanding balance of credit programs in Vinh Loc district reached nearly 430 billion VND, with more than 6,000 customers borrowing capital. Of which, GQVL loans reached an outstanding balance of nearly 101 billion VND with 1,090 workers borrowing capital. The main lending subjects are households with clear production and business purposes, with development potential, high economic efficiency and the ability to GQVL for many rural workers. Special priority is given to lending to OCOP product production models, products manufactured according to VietGAP standards. Thanks to this source of capital, many households have invested in livestock models, fruit tree planting, service business, industry development... creating stable income, GQVL on the spot for many workers.
