Why was former Deputy Minister of Industry and Trade Hoang Quoc Vuong arrested?

(Dan Tri) - According to the conclusion, Mr. Hoang Quoc Vuong intentionally violated the Prime Minister 's instructions and the Resolution to help the Trung Nam - Thuan Nam Solar Power Project enjoy preferential electricity prices, causing a loss of more than 937 billion VND.

In the conclusion of the investigation into the case of Abusing position and power while performing official duties; Lack of responsibility causing serious consequences occurring at the Ministry of Industry and Trade and provinces and cities, the Ministry of Public Security's Security Investigation Agency proposed to prosecute former Deputy Minister of Industry and Trade Hoang Quoc Vuong for the crime of Abusing position and power while performing official duties. According to the conclusion, as Deputy Minister, Mr. Vuong was assigned to be in charge of the Department of Electricity and Renewable Energy, directly directing and advising on the drafting of the Draft Decision No. 13/2020/QD-TTg regulating the mechanism for encouraging the development of solar power in Vietnam. During the performance of his duties, Mr. Vuong learned about the Government's policies and the Prime Minister's instructions at meetings on mechanisms and policies to support Ninh Thuan province for solar power projects.

However, Mr. Vuong directed the Electricity and Renewable Energy Department to draft Decision No. 13 in the direction of expanding the scope of subjects entitled to preferential electricity prices, contrary to the Resolution and direction of the Prime Minister. For the motive of profit, in order to create a mechanism for the Trung Nam - Thuan Nam Solar Power Plant Project to enjoy preferential electricity prices, Mr. Vuong took advantage of his position as Deputy Minister of Industry and Trade to agree on the proposal for the above Project to be approved for additional planning, and at the same time intentionally requested a preferential price mechanism beyond the permitted scope. In addition, Mr. Vuong was also accused of intentionally adjusting the wording, changing the scope of subjects entitled to preferential electricity prices, and including it in the draft Decision No. 13 to help the Trung Nam - Thuan Nam Project to be eligible for incentives. When carrying out the above acts, Mr. Vuong confessed to receiving 1.5 billion VND from Trung Nam Construction Investment Joint Stock Company. The family of the former Deputy Minister has returned this amount to the investigation agency. According to the conclusion, Mr. Vuong's abuse of his assigned duties and responsibilities, violating his official duties, caused Vietnam Electricity Group to pay preferential electricity prices for the Nhon Hai Solar Farm Project and the Trung Nam - Thuan Nam Project, causing a loss of more than VND937 billion.
