Vision of science - technology and integration from "The road to the future"

The author has expanded the analysis on the issues of innovation and high-tech development in the context of digital transformation and the use of artificial intelligence (AI). He is particularly interested in current issues such as how to escape the “middle-income” trap, catch up with the knowledge economy , and enter the world's top in the semiconductor industry and digital transformation.

Encourage learning to inspire the desire to break through

Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation shows that this strategic viewpoint has permeated the highest leadership of the country and is being transformed into the determination of the entire people to act. This is also the determination to help the country escape the “middle income” trap that is likely to prevent the country from making a breakthrough.

One point that needs to be reiterated is the idea of encouraging learning, aiming to encourage and call on the young generation to read, study, persevere in research and discovery , invention, in general, to "brainstorm" to improve knowledge. In the era of national development, we must mobilize the maximum human resources, resources, all material and spiritual resources of the nation, especially the young generation. The focus is to strongly promote cultural and intellectual resources to reach high development.

The author also highly appreciates the fact that the Party Central Committee is having many initiatives and practical impacts to arouse national spirit, self-reliance, self-confidence, self-reliance, national pride, and at the same time strengthen consensus in society.

The policy of attracting talents from all over the world to build the country is also a major policy, proposed by the Party and the State many years ago. But perhaps never before has it been so highly regarded and there have been so many specific measures to implement and exploit it effectively as today. The urgent task that the Party and the State have seen is to form an optimal policy and regime to treat and make reasonable use of great intellectuals and special talents. This is a necessary condition to be able to bring the country forward at a rapid pace, so that by 2045, we will reach the criteria of a developed country, with advanced technology, highly developed industry and agriculture, and a high standard of living and average income.

It is an extremely great and heavy task. However, if we have the right, scientific, sensitive and intelligent development path, and know how to promote all the existing advantages of the nation, then we are capable of completing the task.

National governance using digital data platform

In addition to the national spirit and consciousness, we have rapidly and effectively innovated the national governance method, the State apparatus, and the Party apparatus at all levels, with the goal that we must soon achieve a smart, modern, and effective national governance method. Based on Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, the Politburo has established the Central Steering Committee on science, technology, innovation, and digital transformation development.

The author's foreboding goes even further, when he introduces a modern concept for the stature of a Smart State in the digital age. That is the governance of a smart nation using digital data platforms.

We are gradually developing a smart super application, connecting e-government with state agencies and departments and branches from central to local levels. The use of Big Data in management is a great advantage, aiming to synchronize the information storage system from the state to the data of each citizen in a scientific way, to ensure the encryption of all types of data needed for the whole country, and to store it really effectively.

The author also predicts that the use of the VNeID super application in smart national governance will bring optimal results in all areas of public management, especially in the fields of energy, transportation, education, health, finance and banking. Artificial intelligence (AI) is also making great contributions to education, health and international smart communication.

The work “The Road to the Future” is not afraid to touch on big issues, strategic planning for the steps of an entire country, a nation. Especially in the context of humanity also in a period full of complex challenges, even chaos and not yet able to shape. From there, the author raises the question: Which development standards and criteria are currently the most correct and reasonable?

Through practical experiences, by delving into the lessons learned and political and social practices of each country, both Eastern and Western, author Nguyen Xuan Tuan's book has provided specific conclusions and answers, including smart and practical predictions, not only valuable for our country.

With respect to those conclusions and predictions, we hope that all opinions will be gathered into a multilateral and multi-polar forum, contributing more positively to the author, so that he has the opportunity to successfully complete the second volume of "The Road to the Future".
