Strengthening safety assurance during the construction of traffic infrastructure

To improve quality and ensure absolute safety in traffic, labor, and environmental sanitation in the construction of traffic infrastructure, on May 28, Vice Chairman of the Provincial People's Committee Le Duc Tien signed a document requesting relevant departments, branches, and units to study Official Dispatch No. 15/CD-BXD dated May 11, 2025 of the Ministry of Construction for effective implementation.

Accordingly, the Department of Construction, investors, project management boards and related units are required to fully exercise the rights, obligations and responsibilities of investors in accordance with the provisions of law and are decentralized and authorized throughout the implementation of construction investment projects, ensuring quality, progress, traffic safety, labor safety and environmental sanitation (traffic safety, labor safety and environmental sanitation).

Tighten discipline, strictly manage all activities of organizations and individuals participating in project implementation throughout the project implementation process (design consultants, appraisal consultants, supervision consultants, inspection consultants, construction contractors, etc.), ensuring compliance with contract provisions and relevant legal regulations.

Organize a review of all quality management, progress, traffic safety, occupational safety and environmental sanitation work of each entity, each stage and each step to require the improvement of the apparatus and take measures to rectify, prevent, stop and promptly handle existing problems and limitations.

Strengthen and perfect the apparatus and personnel to ensure streamlining, professionalism, effective and efficient operations and compliance with legal regulations. In particular, the project management department at the site needs to arrange appropriate personnel, ensuring no overlap; specifically define the authority, responsibility and obligations of each unit, project management and operation organization to ensure consistency, consistency and high efficiency.

Improve the quality of survey and design tasks, ensure adequate survey data on topography, geology, hydrology, material mines, and dumping sites in accordance with regulations, especially in areas with weak ground and areas with complex geological conditions; closely monitor survey implementation, approve survey results reports, control document quality, and accept before submitting for appraisal in accordance with regulations.

There are solutions to rectify and improve the quality of survey, design, total investment, and construction cost estimates. In particular, when surveying and investigating material mines and dumping sites, it is necessary to carefully survey the location, reserves, quality, supply capacity, transportation routes, exploitation procedures, and reserves of dumping sites to meet the project requirements.

The Provincial People's Committee strictly prohibits acts of collusion and collusiveness to legalize procedural documents, falsify documents and work results, and increase volume; taking advantage of positions and powers to oppress, harass, and cause difficulties for units for personal gain; imposing designation of material mines, designation of origin, sending contractors, subcontractors, and contractors supplying goods, supplies, and materials to the project.

Request to further strengthen inspection work, urge entities to implement measures to improve construction quality, ensure traffic safety, occupational safety and environmental sanitation during the design and construction process in accordance with approved standards, regulations and construction measures, comply with design documents, technical instructions of the project and regulations; promptly adjust and supplement when necessary and strictly handle violating organizations and individuals.

Strengthen the management of acceptance records; procedures and legal documents during construction; direct units participating in project implementation to speed up the preparation and submission of acceptance records and payments in accordance with regulations.

Closely inspect and monitor the quality and origin of materials, supplies, equipment, and waste disposal to ensure that they meet the requirements of the project's design documents and technical instructions. At the same time, closely control and monitor the quality testing work during construction, ensuring that the laboratory meets standards, that the laboratory staff is qualified to perform the work, and that the test results are accurate, objective, and transparent.

Check and approve plans and measures for checking and controlling the quality of materials, components, construction products, and equipment installed in the project according to design requirements and technical instructions, especially for machinery and equipment with labor safety requirements used in construction that must be technically inspected for safety.

Regularly monitor and inspect the normal working condition of the works and projects; require contractors to strictly implement the construction warranty in accordance with the signed contract. In case of damage or defects, it is necessary to conduct inspection, analysis, assessment, determine the cause of damage, propose solutions to maintain normal operating conditions, ensuring absolute safety.

Repair and remediation solutions must be approved by the investor and project management board and must meet the project's technical standards, ensuring the bearing capacity and longevity of the project; the repair and remediation process must be monitored and quality managed in accordance with regulations.

Inspect and urge contractors to comply with the terms of the signed contract, especially ensuring the quality of construction works; resolutely and strictly handle contractors who violate the quality of construction works according to the provisions of the contract.

The head of the investor and project management board shall be fully responsible before the competent authority and the law for the assigned project management that does not meet the required quality; delays in handling contractor violations according to the provisions of the contract and relevant laws.
