Strengthening solutions to ensure waterway traffic safety

The Provincial Traffic Safety Committee requested that relevant agencies strengthen inspection and control of waterway safety conditions in the Hoa Binh reservoir area.

The Provincial Traffic Safety Committee assessed that in recent years, the situation of waterway traffic safety in the province has achieved positive results, with no waterway traffic accidents occurring for many years. However, the situation of waterway traffic safety still has potential risks of losing traffic safety. Some waterway vehicles in the province have expired registration or are not registered or inspected, and violations of regulations on waterway traffic safety still occur.

To strengthen solutions to ensure order and safety of waterway traffic in the province, the Provincial Traffic Safety Committee requests the Provincial Police, the Department of Construction, member agencies of the Provincial Traffic Safety Committee, People's Committees, Traffic Safety Committees of districts and cities to implement the following contents:

Promote propaganda and dissemination of laws on waterway traffic safety and order on mass media in densely populated areas, ports, river crossings, floating houses for restaurant and hotel business to raise awareness of voluntary compliance with regulations on waterway traffic safety and order; warn people about the risks of traffic accidents and measures to prevent traffic accidents. Organize the signing of commitments with businesses and owners of waterway vehicles to comply with legal regulations. Publicly announce on media at ports and wharves the list of waterway vehicles that do not meet technical conditions for waterway safety so that people know not to use the service.

Strengthen inspection and control of waterway safety conditions in Hoa Binh reservoir, wharves, ports, ferry terminals, floating houses for restaurant and hotel business. Focus on inspection, detection and strict handling of vehicles and vehicle owners who violate regulations such as: not registering, not being inspected, not having a driver's license, professional certificate and technical conditions for inland waterway safety. Carrying more people than prescribed, lacking life-saving equipment.

Organize interdisciplinary working groups to inspect the safety conditions of ports and passenger watercraft, floating restaurants and hotels, paying special attention to inspections at cross-river passenger wharves.

The Provincial Traffic Safety Committee requested the Inland Waterway Maintenance Management Joint Stock Company No. 9 and the Waterway Port Management Boards to strengthen the survey, measure the waterway, adjust and supplement the signals on the route appropriately; invest in, renovate and repair the port, paint and repair the signal system; maintain and repair vehicles and equipment to ensure compliance with regulations; and prevent traffic accidents on waterways.
