Strengthening cooperation between border provinces of Vietnam and Yunnan (China)

On the morning of October 30, in Lai Chau province, the 5th annual conference between Provincial Party Secretaries and the 11th meeting of the joint working group between Lai Chau, Lao Cai, Tuyen Quang, Dien Bien provinces (Vietnam) and Yunnan province (China) took place.

Within the framework of the conference, delegates exchanged and comprehensively evaluated the results of cooperation since the 4th Conference; at the same time discussed solutions to remove difficulties and obstacles, continue to promote exchanges, expand cooperation, and create new developments in the coming time.

The parties agreed to thoroughly grasp and effectively implement the "Joint Statement on continuing to deepen the Vietnam-China comprehensive strategic cooperative partnership", as well as important common perceptions reached between General Secretary To Lam and General Secretary and President Xi Jinping.

The provinces affirmed that they will maintain and promote the mechanism of the annual Conference between the Provincial Party Secretaries and the Joint Working Group Meeting between the four northern border provinces of Vietnam and Yunnan Province (China), in the spirit of "friendly neighbors, comprehensive cooperation, long-term stability, and looking towards the future".

At the conference, the parties signed the "Minutes of the 5th Annual Conference", including 7 key cooperation contents: Promoting the leadership role in exchanges between local party organizations; Strengthening the foundation of people-to-people friendship between 5 provinces; Promoting the construction of border gate infrastructure, connecting cross-border traffic; Promoting cooperation in industrial parks, logistics, expanding border trade; Strictly implementing 3 legal documents on the Vietnam-China land border; Strengthening cooperation in the fields of agriculture, forestry, energy, education, health, environmental protection, tourism, finance and disease prevention; The 6th Annual Conference will be hosted by Yunnan province in 2026.

Within the framework of the conference, the 11th meeting of the Joint Working Group between the border provinces of Vietnam and Yunnan (China) was also held. The parties agreed that the cooperation mechanism has operated effectively, contributing positively to the local socio-economic development and the Vietnam-China friendship.

The provinces discussed five key cooperation contents, including: Strengthening exchanges, improving the effectiveness of economic and trade cooperation, implementing the Action Plan 2023-2026 between the Ministry of Industry and Trade of Vietnam and the Yunnan Provincial Government; Promoting the progress of cross-border traffic connection projects such as the Lao Cai-Hekou railway bridge, the Bat Xat-Ba Sai road bridge, the Ma Lu Thang-Kim Thuy Ha multi-purpose road bridge, and the Thanh Thuy-Thien Bao traffic project; Coordinating the implementation of three legal documents on the border, promptly handling arising issues; Promoting cooperation in propaganda, education, media, culture, and cinema; Agreeing to organize the 12th meeting of the Joint Working Group in Yunnan province (China) in 2026.
