Strengthen coordination and strictly handle trade violations

Faced with the complicated developments of smuggling, trade fraud and counterfeit goods, especially in the field of e-commerce, Binh Duong will deploy a peak inspection according to the latest direction of the Prime Minister, while strengthening inter-sectoral coordination, raising public awareness and strictly handling organizations and individuals who violate the law.

The objects of activity are increasingly sophisticated.

Recently, at the working session of the Standing Office of the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) with the People's Committee of Binh Duong province on launching a peak period against smuggling (BL), trade fraud (GLTM) and counterfeit goods (HG) in the new situation, Mr. Nguyen Phuong Dong, Head of the Provincial Market Management Department, said that in the first 5 months of 2025, functional forces in Binh Duong inspected nearly 2,000 cases, handled 465 violations, and collected over 18 billion VND for the budget. The violations were mainly related to smuggling, trade fraud, and food safety violations.

"Many subjects have taken advantage of e-commerce platforms, social networks such as Facebook, Zalo, Tiktok as well as technology delivery services to trade in prohibited goods, counterfeit goods, and goods of unknown origin. In particular, many subjects use virtual accounts, fake information, and warehouses located in residential areas, making it difficult for authorities to inspect and handle. Currently, the work of preventing and combating counterfeit goods and counterfeit goods still faces many obstacles. Typically, e-commerce activities develop rapidly but lack control tools, so subjects can easily remain anonymous and destroy evidence in a snap...", said Mr. Nguyen Phuong Dong.

The leader of the Department of Investigation Police on Corruption, Economic , Smuggling, and Environmental Crimes of the Provincial Police shared that in a case of fake milk production that was discovered, the subjects took advantage of loopholes in the management of raw materials and warehouses to commit violations. Specifically, the subjects purchased raw materials in large quantities from Ho Chi Minh City, at the same time ordered milk cartons from Cambodia, then rented many warehouses as places to gather and produce fake goods. The investigation showed that the lack of strict control over inputs, especially the buying and selling of cartons, along with the subjects frequently changing warehouse locations, made it difficult to inspect, detect, and handle violations. Along with that, these warehouses are often registered for the purpose of producing other products or the lessor proactively changes the purpose of use, making the supervision of the authorities even more complicated.

It is forecasted that in the coming time, the situation of BL, GLTM & HG will continue to be complicated, especially in the field of e-commerce. Therefore, Binh Duong will actively deploy the peak inspection according to the latest direction of the Prime Minister , at the same time strengthen inter-sectoral coordination, raise public awareness and strictly handle organizations and individuals who violate. This is a key task to protect consumers, stabilize the market, and contribute to local economic development.

In the fight against smuggling, the authorities have recently discovered and handled many violations with tricks such as taking advantage of temporary import, re-export, and transit to embezzle goods, falsely declaring origin to evade taxes, and using e-commerce to conceal illegal acts. Thereby, the subjects created many social network accounts, livestreamed to advertise prohibited, fake, and poor quality goods, transported via home delivery services, causing difficulties for the authorities.

According to the leader of the Department of Investigation Police on Corruption, Economic Crimes, Smuggling, and Environmental Crimes of the Provincial Police, the unit continues to proactively grasp the situation, increase the peak attacks to suppress corruption, economic crimes, smuggling, and environmental crimes. However, crimes in this field are still complicated. Violations are mainly smuggling, trading in smuggled goods, goods of unknown origin, and HG in large quantities and of diverse types. Subjects taking advantage of corporate legal entities, social networks, and e-commerce platforms to trade in prohibited goods, HG, and poor quality goods, especially consumer goods, cosmetics, and functional foods, tend to increase, causing many difficulties for inspection and handling.

Mr. Tran Duc Dong, Deputy Chief of the Standing Office of the National Steering Committee 389, requested the Provincial Steering Committee 389 to continue to closely follow the Prime Minister's direction, proactively grasp the situation, organize appropriate forces, investigate and thoroughly handle complicated hotspots to create a deterrent effect; review material and human resource difficulties to propose support to resolve them. The Provincial Steering Committee 389 needs to strengthen coordination between forces, propagate to raise awareness; tighten inspection and examination of public services; and promptly complete the Provincial Steering Committee 389 to meet the tasks in the new period.

At the meeting, Mr. Bui Minh Tri, Vice Chairman of the Provincial People's Committee, proposed that the Central Government consider increasing the staffing for functional sectors, especially the market management force; proposed that there should be a mechanism for close coordination between forces in handling violations, while clarifying the responsibilities of each sector and each individual involved to ensure the effectiveness of the work of preventing and combating illegal trade, counterfeiting and dumping in the locality.

In the first 5 months of 2025, the economic police force of the provincial police discovered 163 violations, down 31.8% over the same period last year, with 175 subjects handled; of which 102 cases were related to smuggling, trade fraud, counterfeit goods, with 127 subjects. Violations included trading in smuggled goods, storing and transporting prohibited goods, illegal trading, and violating product labels. The total value of goods temporarily seized was about 65 billion VND; 139 cases were administratively sanctioned, 17 criminal cases were prosecuted with 26 defendants...
