Strengthening the management of hazardous chemicals in the industrial sector

The Ministry of Industry and Trade has just issued a Directive to strengthen the management and control of chemicals requiring special control and hazardous chemicals in the industrial sector.

On November 5, 2025, the Ministry of Industry and Trade issued Directive No. 17/CT-BCT on continuing to strengthen the management and control of chemicals requiring special control and other hazardous chemicals in the industrial sector.

Previously, on November 5, 2024, the Minister of Industry and Trade also issued Directive No. 10/CT-BCT on strengthening the management and control of chemicals restricted from production and trading in the industrial sector.

After implementing Directive No. 10/CT-BCT, chemical management has achieved some results. Propaganda work has been carried out in many forms, creating positive changes in the whole society, raising awareness, understanding and sense of law compliance for officials, businesses and the masses.

In addition, state management of chemicals has been promoted in the Industry and Trade sector, the capacity of management staff has been improved, information sharing and management coordination with functional agencies have been carried out regularly, and inspection and post-inspection work has been strengthened.

From the above results, in order to continue to strengthen the management and inspection of chemicals requiring special control and other hazardous chemicals in the industrial sector and promptly prevent the misuse of chemicals, the Minister of Industry and Trade issued Directive 17/CT-BCT, requesting relevant units according to their functions and tasks to continue to strengthen the organization and implementation of specific contents.

Accordingly, to strengthen the control of chemical activities, the Ministry of Industry and Trade requests the Department of Chemicals (Ministry of Industry and Trade) to continue to preside over and coordinate with specialized agencies under the People's Committees of provinces to organize training and professional development for cadres and civil servants assigned to the task of state management of chemicals, focusing on contents related to law enforcement on the management of N2O chemicals, cyanide compounds, mercury and mercury compounds; clearly assigning the roles and tasks of localities, serving the management and use of chemicals for the right purposes.

The Department of Chemicals coordinates with the Department of Legal Affairs, the Department of E-commerce and Digital Economy , the Department of Domestic Market Management and Development and other agencies and units to review regulatory documents on chemicals in the industrial sector, especially chemical trading activities in the e-commerce environment.

Preside over and coordinate with agencies and units to continue reviewing the situation of operations of N2O chemicals, cyanide compounds, mercury and mercury compounds of organizations and individuals, continue to research and propose solutions to improve management efficiency such as granting business licenses according to scale based on the need to use N2O, cyanide compounds, mercury and mercury compounds.

The Ministry of Industry and Trade continues to strengthen inspection and post-inspection of compliance with legal regulations in chemical activities for establishments producing, trading, importing, using, and storing chemicals, especially N2O, cyanide compounds, mercury, and mercury compounds.
