Comrade Cao Thanh Nam, Standing Deputy Secretary of Giao Thuy District Party Committee, said: Every year, the District Party Committee has promptly directed the dissemination of the Party's guidelines and policies, the State's policies and laws on citizen reception and complaint and denunciation settlement. In particular, the focus is on Directive 35-CT/TW, dated May 26, 2014 of the Politburo on "Strengthening the Party's leadership in citizen reception and complaint and denunciation settlement"; Regulation 11-QD/TW, dated February 18, 2019 of the Politburo on "Responsibilities of Party leaders in receiving citizens, having direct dialogue with citizens and handling citizens' reflections and recommendations"; Law on Complaints; Law on Denunciations; Law on Citizen Reception... The dissemination and implementation of directives and regulations of the Politburo and the guiding documents of the Central and Provincial Party Committees are carried out through many forms, such as: Issuing documents on leadership, direction and implementation; propaganda and dissemination at conferences of Party secretaries working with commune-level secretaries and heads of agencies, organizations and units of the district on the situation and results of citizen reception and handling of petitions of organizations and citizens; conferences and meetings to resolve periodic and ad hoc petitions; expanded conferences of reporters; conferences to disseminate and popularize the law; propaganda on mass media and social networks... From 2014 to present, Giao Thuy district has organized 45 conferences and training courses to improve professional skills in citizen reception, handling of petitions and complaints, and dissemination and education of law with over 6,500 participants; 1,200 sets of documents were copied and sent to agencies and units for dissemination. Thereby, raising awareness of Party committees and authorities at all levels, raising the responsibility of leaders about the importance and significance of citizen reception, handling petitions and legitimate recommendations of citizens, and protecting whistleblowers.
Along with promoting the dissemination and propaganda of the Party's regulations and the State's laws on receiving citizens and handling complaints and denunciations, Giao Thuy District Party Committee issued documents to direct the implementation and notify the annual periodic reception of citizens by the head of the Party Committee; at the same time, directed the specialized agencies under the District Party Committee and the District People's Committee to assign civil servants to perform the task of periodically receiving citizens according to regulations at the citizen reception office; concretize the Party's policies and the State's laws related to the work of receiving citizens and handling complaints and denunciations such as: Procedures for receiving citizens and handling complaints and denunciations; clearly define the responsibilities of heads of agencies and units in receiving citizens, handling complaints and denunciations and performing citizen reception in unexpected cases and periodically receiving citizens. In addition, the Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee require party organizations, authorities, and socio-political organizations at all levels, based on their functions, tasks, and powers, to include the content of citizen reception, complaint settlement, and whistleblower protection in the annual inspection, supervision, and audit programs and plans.
To improve the effectiveness of citizen reception and complaint settlement, Giao Thuy district has strengthened the inspection, supervision and urging of the implementation of decisions on complaint settlement and denunciation handling; focused on propaganda, mobilization, explanation and persuasion of citizens to comply with settlement decisions for cases that have been resolved in accordance with policies and laws, minimizing the situation of citizens filing complaints at higher levels and prolonging them. Maintain and implement in a systematic manner the dialogue between the heads of Party committees and authorities with the Fatherland Front, socio-political organizations and the people. Promote the role of the Fatherland Front and socio-political organizations at all levels in participating in Party building, government building, social supervision and criticism, in propaganda, dissemination, legal education, complaint settlement and implementation of decisions and conclusions on complaint settlement. Strengthen and further improve the effectiveness of citizen reception committees, grassroots mediation teams and people's inspection committees. Timely detect and resolve conflicts arising among the people to limit complaints and denunciations beyond their level, and prevent "hot spots" from occurring.
In particular, implementing Regulation No. 11-QD/TW of the Politburo on the responsibility of the head of the Party Committee in receiving people, having direct dialogue with people and handling people's reflections and recommendations, Giao Thuy District Party Committee has focused on leadership and direction; in which, it focuses on promoting the role and responsibility of the head in receiving people and resolving complaints and denunciations. The Secretary of the District Party Committee periodically receives people 1 day/month, the Chairman of the District People's Committee periodically receives citizens 2 days/month, the Secretary of the Commune Party Committee receives citizens 2 days/month, the Chairman of the Commune People's Committee receives citizens 1 day/week, civil servants regularly and concurrently receive citizens all days of the week. The schedule for receiving citizens is publicly posted at the headquarters, with appointment slips or invitations for citizens for the leaders' schedule. In addition to regularly receiving citizens, leaders of all levels of government in the district are always ready to receive citizens unexpectedly when there are urgent cases, crowded and complicated cases. Regularly maintain regular and unscheduled dialogue conferences with citizens, analyze and explain to promptly resolve cases according to the provisions of law, appropriately, creating trust and consensus of the people. From 2023 to present, the Standing Committee of the District Party Committee has organized 2 dialogue conferences between leaders of Party committees and authorities with the Fatherland Front, socio-political organizations and people in the district; Party Committees of communes and towns have organized 44 dialogue conferences between leaders of Party committees and authorities with the Fatherland Front, socio-political organizations and people in the locality. The District People's Committee has organized 6 dialogues, the Commune People's Committee has organized 1 dialogue with citizens with complaints, petitions and feedback. Through the dialogue, outstanding and complicated cases related to site clearance for provincial and district projects were resolved. At the same time, it helped leaders of Party committees and authorities at all levels in the district grasp the aspirations of the people, as well as the petitions, difficulties and problems of localities, thereby providing timely guidance.
With the implementation of drastic solutions, the work of receiving citizens and handling complaints and denunciations in Giao Thuy district has achieved many important results. The work of receiving citizens has been carried out in a disciplined manner. The number of complaints and denunciations, recommendations and reflections from citizens has decreased year after year, and there has been no mass gathering of complaints and denunciations in the district. Complaints and denunciations under the authority of all levels have been received and resolved promptly, in accordance with legal regulations; some complicated and prolonged cases have been focused on for review and directed for resolution, ensuring the legitimate rights and interests of citizens.
