Strengthening Party leadership in elderly care in Hai Lang

Implementing the central directives, especially Directive 59-CT/TW, dated September 27, 1995 of the Secretariat of the 7th Party Central Committee "on elderly care", over the past years, the work of caring for the elderly has been effectively implemented by all levels, sectors and the whole society in Hai Lang district. Thanks to that, the majority of the elderly have the conditions to rest and recuperate, the average life expectancy is increasing, and their roles and positions are increasingly promoted. They are exemplary in participating in the movement "All people unite to build a cultural life in residential areas", building the Party, building the government, contributing to building the homeland and the country.

Implementing Directive 59-CT/TW and documents from higher levels, Hai Lang District People's Committee promptly advised on the issuance of plans and documents related to the work of the elderly for deployment and implementation. Directing agencies and units to strengthen coordination in organizing training and communication to improve scientific knowledge and issues related to the health of the elderly. Mobilizing people to participate in social insurance, health insurance, preparing to accumulate for old age; integrating in many rich and diverse forms such as: direct propaganda in the form of dialogue, through seminars, through the radio system of communes, villages and hamlets.

Guide the People's Committees of communes and towns to promptly, fully and in accordance with regulations on social assistance policies for the elderly. The work of propagating the viewpoints, guidelines and policies of the Party, the Law on the Elderly, the National Action Program on the Elderly and documents and policies related to the elderly has always been of interest to all levels and sectors, deployed and implemented in many forms, thereby raising awareness for all classes of people in caring for, supporting and promoting the role of the elderly; mobilizing all resources to take good care of the elderly.

After 30 years of implementing Directive No. 59-CT/TW, the work for the elderly in Hai Lang has achieved positive results. The whole district currently has 15,772 elderly people, of which 7,144 elderly people are receiving policies for meritorious people, pensions and monthly social security benefits; 756 elderly people are from poor households; 809 elderly people are from near-poor households. Every year, the association of elderly people at the grassroots level proactively advises the People's Committees of communes and towns to direct the health stations of communes and towns to visit and conduct periodic health check-ups for the elderly in the area at least once a year.

The grassroots associations have coordinated with the health sector and the Red Cross to mobilize current and retired doctors and physicians to provide health check-ups and free medicine for the elderly who are beneficiaries of social welfare and poor households. The health management and health monitoring books for the elderly have been effectively implemented by the health stations.

There are 148,715 elderly people who are periodically examined and have their health records established in communes and towns (according to Circular No. 35/2011/TT-BYT) with a total annual cost of over 238 million VND for medical examination and treatment. Health communication work for the elderly is given special attention, with more than 70,000 elderly people receiving information and knowledge about health care. The district has established 21 elderly martial arts clubs with over 2,000 members participating in the practice.

In addition to taking care of the material life, cultural, entertainment, physical education and sports activities for the elderly are of interest to the Party committees and authorities at all levels in the district. The whole district has 51 clubs for the elderly with 2,037 participants, of which 26 clubs have no law violators, 7 volleyball clubs, 8 clubs for the elderly to help the elderly, 7 folk dance clubs, 2 intergenerational self-help clubs and 1 cycling club. Every year, the clubs organize cultural, artistic, physical education and sports exchanges, thanks to which the spiritual life of the elderly is increasingly rich, joyful and exciting.

As of May 2025, the whole district had 4,504 elderly people receiving monthly social insurance benefits in the community. In addition, other policies and regimes such as burial expenses and health insurance were always resolved promptly and fully. The work of congratulating and celebrating longevity for the elderly was directed and implemented from the district to the grassroots level. From 1995 to 2025, the whole district had 41,972 elderly people being congratulated and celebrated longevity with a total cost of about 3.5 billion VND. Elderly associations at all levels actively mobilized from agencies, businesses, and philanthropists over 6.5 billion VND to support more than 6,500 elderly people.

Responding to the movement of building new rural areas and civilized urban areas, the elderly in the district actively participate in activities to maintain security and order, prevent crimes, reconcile, encourage learning, encourage talents, and protect the green, clean, and beautiful environment. There are 427 elderly people participating in party organizations, government, fronts, socio-political organizations, mass organizations, and grassroots mediation groups; actively contributing ideas to the Party, participating in voter meetings, and promoting the experience of the elderly.

Many elderly members who are still healthy actively participate in production and labor, participate in the movement to protect national security, protect the green, clean and beautiful environment; coordinate propaganda and mobilize people from all walks of life to participate in Party building and rectification, and implement local socio-economic development plans.

Building on the achieved results, in the coming time, Hai Lang district will continue to strengthen the Party's leadership in caring for and promoting the role of the elderly in the new situation. Include the goal of caring for and promoting the role of the elderly in the annual and periodic socio-economic development plans of all levels.

Continue to implement and promptly and fully resolve the State's policies on social assistance for the elderly. Provide medical examination and treatment at home for the elderly who are unable to go to medical facilities. Continue to establish and develop a suitable system of cultural, physical education and sports clubs.

Strengthening the dissemination of information and propaganda on the Law on the Elderly, directives and guidelines on the work of the elderly to create a strong change in the awareness of Party committees at all levels, authorities and all people, focusing on the responsibility of families and society in supporting and caring for the elderly. Increasingly encouraging the elderly to participate in economic, cultural, political and social activities in the locality to build cultural villages, promote national identity and eliminate bad customs.
