Increase electricity saving to meet the needs of socio-economic development

DTO - In order to maintain stable energy security, ensure adequate electricity supply, and meet the socio -economic development needs of the province, the Provincial People's Committee issued a Plan to implement Directive No. 20/CT-TTg of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years in the province.

Accordingly, the Plan sets out the target for the period 2023 - 2025 and the following years, striving to save at least 2% of total electricity consumption in the province annually; by 2025, reduce electricity loss on the power system to below 6%; reduce peak load of the power system through implementing electricity demand management (DSM) and load adjustment (DR) programs, at least 25 MW by 2025; by the end of 2025, strive for 100% of street lighting systems to use LED lights. Strive to have 50% of office buildings and 50% of houses use self-produced and self-consumed rooftop solar power by 2030...

Implement electricity saving at agencies and offices

To achieve the set goals, the Provincial People's Committee requires provincial departments, branches, People's Committees of districts, cities, enterprises and socio- political organizations to implement 5 solutions.

Accordingly, the Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities, schools; hospitals to develop and implement electricity saving plans for their units, ensuring annual savings of at least 5% of total electricity consumption in the year. Develop, promulgate and effectively implement internal regulations on electricity saving, regulations on use, maintenance and repair of electricity consuming equipment at agencies and units; urge, review and regularly inspect the implementation of internal regulations and current regulations on electricity saving.

In addition, disseminate and thoroughly implement electricity saving within each unit, include electricity saving content in the criteria for evaluating the level of task completion and annual emulation and rewards. Heads of agencies and offices are responsible for violations of electricity saving regulations in their units.

In the spirit of implementing electricity saving, the Provincial People's Committee requests organizations and individuals managing and operating public lighting systems, lighting systems for advertising and outdoor decoration purposes to preside over and coordinate with power supply facilities to develop and implement electricity saving plans, accordingly, ensuring at least 30% savings of total electricity consumption in the period of 2020 - 2025 for the above lighting activities. Apply management solutions, technical standards and regulations for public lighting; replace decorative lights, lighting, advertising lights with energy-saving lights; apply automatic control technology in public lighting, lighting for advertising and outdoor decoration purposes.

At the same time, deploy energy-saving technology solutions in public lighting, use high-performance lighting equipment, save electricity for 100% of public lighting projects preparing for investment, construction, renovation and upgrading. Accelerate the roadmap for implementing lighting automation according to the time frame and weather conditions of public lighting projects.

For restaurants, hotels, commercial service establishments, office complexes and apartment buildings, reduce 50% of the outdoor advertising lighting capacity during the evening peak of the power system according to the requirements of the local electricity authority; comply with regulations on economical and efficient lighting, be ready to cut and reduce electricity demand upon notification from the local electricity authority in case of power shortage.


Dong Thap Provincial People's Committee requests agencies, organizations, individuals and businesses in the province to raise awareness of using electricity economically and efficiently.

Saving electricity in households, production and business establishments

In order to increase electricity savings, households need to use electrical equipment with energy labels according to Decision No. 04/2017/QD-TTg dated March 9, 2017 of the Prime Minister stipulating the list of means and equipment that must have energy labels, apply minimum energy efficiency levels and implementation roadmap.

On the other hand, regularly practice the behavior of using electricity economically and effectively at home such as: turning off electrical appliances when leaving the room, cutting off the power source if not using electrical appliances; only using air conditioning when absolutely necessary; prioritizing the purchase of high-performance electrical appliances and equipment or electrical appliances with energy-saving labels; minimizing the use of incandescent light bulbs; installing and using rooftop solar power systems and solar water heating systems.

To save electricity at commercial and service establishments, the Provincial People's Committee requires the implementation of solutions to use electricity economically and effectively; develop and disseminate the implementation of the unit's electricity saving regulations to customers; coordinate with the electricity unit to reduce load in case of power shortage.

With the orientation of implementing electricity saving in industrial production facilities, energy-using facilities with electricity consumption of 1 million kWh/year or more must save at least 2% of electricity consumed per unit of product each year or must save at least 2% of total electricity consumed in the year. Enterprises are encouraged to participate in voluntary agreements to implement solutions on energy saving, electricity saving, rooftop solar power installation and consulting on implementing solutions for energy saving and efficiency.

At the same time, develop and implement solutions for economical and efficient use of electricity such as: ensuring the correct use of capacity and load chart; implementing a reasonable production plan; minimizing the mobilization of equipment and machinery with high power consumption during peak hours; minimizing the operation of electrical equipment without load. Install and integrate renewable energy sources such as solar energy and wind energy into the internal energy system; prioritize the use of equipment labeled with high-efficiency energy.

On the other hand, deploy and apply advanced energy-saving techniques, improve technology, optimize production materials, eliminate outdated production capacity, continue to improve energy efficiency through investment in energy-saving projects...
