Facilitating the development of 5G/6G technology and new applications

With the provisions in the draft adjusting and supplementing a number of articles of Decision No. 71/2013/QD-TTg of the Prime Minister on national radio frequency planning (recently sent by the Ministry of Science and Technology to the Ministry of Justice for appraisal), enterprises in the telecommunications and information technology sectors will have a clearer and more stable legal framework to invest in infrastructure, research, development and provision of new services.

The draft supplements and adjusts many regulations on frequency allocation, facilitating the development of new services and technologies. Accordingly, the 600 MHz band is added to the IMT (International Mobile Telecommunications) system, in line with the development trends of many countries and the results of WRC-23. Vietnam plans to use this band for the development of 5G/6G technology.

The 3400-3560 MHz and 6425-7125 MHz bands are also added to IMT. The inclusion of these bands in the planning will strongly promote the deployment of 5G/6G and new applications, especially private 5G networks, creating great opportunities for telecommunications enterprises and other industries to develop innovative services.

Other bands such as 806-824 MHz, 915-960 MHz, 1710-1880 MHz, 1900-2110 MHz, 2200-2300 MHz, 2300-2350 MHz, 2500-2600 MHz are also added or regulated for IMT.

Along with that, the 5925-6425 MHz band is added for Wi-Fi, allowing Vietnam to exploit 500 MHz of spectrum for Wi-Fi 6E, 7 technology, which is a new global trend. This will significantly improve the quality of wireless connections in homes, offices, and public areas, bringing direct benefits to people and businesses with faster access speeds and higher capacity. This regulation has been calculated to not cause interference to satellite systems.

Notably, the draft supplements and amends a number of regulations on frequencies for satellite information systems, including fixed satellites and mobile satellites, in the direction of considering granting limited pilot licenses to satellite information enterprises providing telecommunications services in Vietnam; including granting a pilot license to SpaceX Vietnam to provide services on similar frequency bands and technical conditions.

Many new regulations for ship stations, ship earth stations and amateur radio stations; services such as mobile aeronautical information, radio navigation, space exploration, space research, observatories, etc. are also included in the draft to ensure effective use and avoid interference to existing systems.
