Create motivation to promote business development

In the context of many fluctuations in the domestic and world economic situation, the Government has had many solutions to promote and support the production and business activities of enterprises and improve the investment environment. In particular, Resolution No. 02/NQ-CP (dated January 8, 2025) of the Government on the main tasks and solutions to improve the business environment and enhance national competitiveness in the first 6 months of 2025 was issued, Quang Ninh province quickly concretized with many solutions.

Enterprises speak at the first business dialogue and consultation conference in 2025 organized by the Customs Branch of Region VIII.

Sticking to the theme of work in 2025 "Breakthrough in economic development, creating momentum for the new term", in the context of 2025 having a special significance, the last year of the term and the 5-year plan (2021-2025); the year of many important events and celebrations of the Party, the country, and the nation; entering a new era, the era of national growth... Quang Ninh has many advantages and difficulties intertwined, especially factors to create momentum for a breakthrough in economic growth to reach the target of 14% or more, maintaining an average double-digit growth rate, striving to be 20% higher than the growth rate of the whole country in the period of 2026-2030.

To achieve the set goals, the province focuses on removing legal problems and implementing investment projects for enterprises. Twice a month, units and localities proactively work with enterprises and cooperatives to implement the instructions. Along with that, the province also established a team to review and urge the removal of difficulties and obstacles in the implementation of key construction investment projects using public investment capital and non-budgetary capital; continue to complete the construction of digital records, criteria for attracting investment in secondary projects and smart management solutions for projects in the area, facilitating state management, investors' access to information, investment information... Provincial leaders chaired many conferences to remove difficulties for enterprises. Typically, in March 2025, the Chairman of the Provincial People's Committee worked with the Standing Committee of the Provincial Business Association to discuss orientations and solutions to support private enterprise development. With the proposals of enterprises related to time allocation, assigning responsibility to each specific individual in solving problems for enterprises; investing in connecting traffic infrastructure; mechanisms to encourage young enterprises to participate in production in the processing and manufacturing sector; resolving administrative procedures related to land and water surface allocation, investment procedures, business registration... all were grasped and directed by provincial leaders to be resolved.

In addition to the commitment to accompany and share difficulties with businesses, the provincial leaders requested departments, branches, sectors and localities to continue to innovate their thinking, working methods and take drastic actions to create strong changes in direction and administration to best serve people and businesses, creating conditions for businesses to develop production and business effectively, contributing to the province's growth target of over 14% in 2025. At the same time, they requested the business community and investors to uphold the spirit of "harmonious benefits, shared risks"; using capacity, intelligence and experience to transform difficulties and challenges into opportunities and development motivation; proactively innovate production and business models, invest in the application of science and technology, restructure enterprises associated with the development of green economy, digital economy, circular economy, etc.

In mid-April 2025, the Chairman of the Provincial People's Committee worked with the Provincial Cooperative Union to assess the operation situation, development potential and resolve shortcomings, especially in credit policies, land, sea transfer procedures, connecting to find output for products, applying science and technology in production... The Chairman of the Provincial People's Committee specifically directed solutions on service structure, modern industry, applying the model of developing modern cooperative types to help investment and linkage of enterprises develop steadily, reduce input costs, products are highly competitive; build a team of key cooperative officials in the province with quality, practical production and market knowledge...

In order to improve the quality of business development services, the province also held a conference on data application and artificial intelligence (AI) to serve the governance and sustainable development of Quang Ninh province in 2025; launched the movement "Digital education for the people" on a province-wide scale in direct and online forms with 190 points of connection and over 3,000 civil servants and public employees participating. At the same time, many trade promotion activities were organized abroad, including inviting representatives of sectors, localities and enterprises to participate, such as: Trade promotion and investment delegation of Industry and Trade of the Southeast region in Italy, Switzerland; Trade promotion conference with Vietnamese Trade Offices abroad; Trade and investment promotion delegation in the Kingdom of Belgium... From there, it continued to open up opportunities for connection and business development in the province.

Units and localities in the province also proactively organize activities.   support   enterprises and cooperatives to develop, such as: The Provincial Cooperative Union chaired and coordinated the organization of the Workshop "Discussing insurance solutions for agricultural production cooperatives in the province". The workshop suggested solutions to many urgent issues for enterprises, such as: Perfecting mechanisms and policies to support cooperatives; preferential policies on land, credit, finance, human resource development and digital transformation support; developing cooperatives associated with value chains; supporting agricultural insurance, ensuring the participation of cooperatives in insurance policies to minimize risks for agricultural production, restore production, develop cooperatives...

The Customs Branch of Region VIII organized a dialogue and consultation conference with representatives of 80 enterprises, mainly FDI enterprises, export processing enterprises, enterprises exporting goods to the US... Here, enterprises updated information on global and regional trade policies; fluctuations in the world political and economic situation; some changes in the organization, apparatus, functions, tasks, and powers of Customs from March 15, 2025; new regulations related to import and export activities... The leaders of the Branch answered and guided to resolve questions of enterprises about opening export declarations, trade promotion work, VAT exemption and reduction, improving logistics capacity at Mong Cai international border gate area, reducing wharfage costs in Mong Cai city, difficulties in goods inspection work...; Focus on implementing the Government's direction on ensuring a reduction of at least 30% of administrative procedure processing time, at least 30% of business costs, abolishing 30% of unnecessary business conditions, and implementing business-related procedures in the electronic environment, ensuring smoothness, continuity, and efficiency.

Along with that, the province improves business support services, especially for small and medium enterprises. The province directs units and localities to ensure that the procedure settlement process complies with regulations. As of May 30, 2025, on average, the functional sector receives and processes nearly 50 business registration dossiers per day; the rate of online business registration reaches 98%; the average time to process a business dossier is 1.8   days , 1.2 days less than the regulation.

With the attention and direction of the province, despite many difficulties, enterprises and cooperatives in the province continue to overcome difficulties and rise up. By the end of May 2025, the whole province had 752 newly established enterprises, with a total registered capital of 6,669 billion VND; 417 enterprises registered to resume operations, bringing the total number of enterprises in the province to 12,141 enterprises resuming operations.
