In the first 6 months of 2025, Son La province had 3,940 operating enterprises with a total registered capital of VND 70,733 billion. Of which, 642 were newly established enterprises, an increase of 143.1% over the same period in 2024; 69 enterprises and affiliated units returned to operation; 86 enterprises were dissolved.
According to the provincial Department of Finance, during this period, the unit also received 36 petitions from enterprises and cooperatives, including 26 petitions transferred from 2024 and 10 new petitions. The main issues related to the implementation of mechanisms, policies, and projects have not been resolved such as: Waiting for additional planning adjustments, difficulties in compensation, site clearance, handling of assets on land, and determining land prices.
To overcome the difficulties, on February 13, 2025, the Provincial People's Committee issued Plan No. 41/KH-UBND and organized a dialogue conference on April 21, 2025. The Provincial Business Association compiled 20 recommendations at the 9th Conference, and at the same time disseminated new policies such as Resolution 68-NQ/TW on private economic development to members.
Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, said: Many businesses proposed to amend the Investment Law 2020, abolish the procedure for approving investment policies for domestic investors and simplify the licensing of construction material exploitation. After switching to a two-tier local government model from July 1, 2025, the investment appraisal process also encountered difficulties and needed specific guidance.
Under the drastic direction of the Provincial People's Committee and the efforts of all levels and sectors, in the first 6 months of 2025, 15/36 petitions of enterprises and cooperatives have been resolved, focusing on converting land use purposes, adjusting construction material prices, and removing difficulties for electric tourist vehicles; 15 other petitions are being focused on by departments, sectors, and localities, mainly related to site clearance, compensation, resettlement support, auction of assets on land, and policy mechanisms; 6 new petitions on licensing construction material exploitation, tourism planning, and support for the coffee industry have been received and assigned to units for resolution.
Ms. Chu Thi Kim Oanh, Deputy Director of BHL Food Ingredients Processing Joint Stock Company (Mai Son Industrial Park), said: Our modified starch factory is expected to be tested at the end of the third quarter of 2025. We appreciate the support of the province throughout the process from completing legal documents to site clearance. All recommendations and problems are listened to and resolved promptly. Currently, the wastewater treatment and power supply systems are being deployed, and the company is also speeding up the completion progress to put the factory into operation as planned.
Mr. Truong Manh Thang, Deputy Director of the Department of Finance, said: The province has prioritized resources, improved the investment environment, supported enterprises and cooperatives to overcome difficulties. However, through the synthesis and monitoring of the Department of Finance, there is still a situation of slow resolution of recommendations and lack of coordination between units. Accordingly, the Department of Finance proposed that the Provincial People's Committee continue to direct relevant departments, branches, sectors, units, People's Committees of communes and wards to focus on resolving unsolved proposals and recommendations and continue to study, resolve and respond to new recommendations. For issues beyond the authority to resolve or related to many sectors and fields, it is recommended that the Provincial People's Committee preside over organizing dialogues to promptly resolve them; promote the spirit of responsibility, accountability and commitment in resolving difficulties and problems for enterprises and cooperatives.
In addition, the departments, branches, sectors, communes and wards assigned to advise on resolving recommendations shall report the results to the Provincial People's Committee through the Department of Finance periodically before the 25th of each month. In particular, it is requested to clearly report the results that have been resolved, are being resolved; difficulties, obstacles, proposals, and recommendations for dialogue of the Provincial People's Committee, if any. Along with that, proactively organize thematic dialogues of the sector, of the People's Committees of communes and wards, of the unit with enterprises and cooperatives to promptly and thoroughly resolve the recommendations of enterprises and cooperatives.
The results of resolving petitions and supporting the establishment of new enterprises in the first months of 2025 show Son La province’s strong commitment to improving the business environment. However, to move towards the goal of “green, fast, sustainable”, the province needs to continue institutional reform, invest in infrastructure and strengthen inter-sectoral coordination, focusing on promptly and thoroughly resolving petitions from enterprises, thereby creating momentum for business development and attracting investors.
