Determined to develop the relationship between the two National Assemblies and the two countries into depth and increasingly effective
On the morning of July 23, local time, right after the solemn welcoming ceremony at the Senegalese National Assembly Headquarters in the capital Dakar, National Assembly Chairman Tran Thanh Man and Senegalese National Assembly Chairman Malick Ndiaye held talks.

National Assembly Chairman Malick Ndiaye expressed his great pleasure to welcome National Assembly Chairman Tran Thanh Man and the high-ranking Vietnamese delegation to Senegal on an official visit, the first visit by a key leader of the Vietnamese Party and State to Senegal since the two countries established diplomatic relations in 1969; considering this a qualitative change in bilateral relations and a visit between “brothers” who have had friendly relations for many years.

National Assembly Chairman Malick Ndiaye also said that the visit demonstrated Vietnam's responsibility and strong commitment to developing friendly and cooperative relations with Senegal; affirmed that together with National Assembly Chairman Tran Thanh Man, he would make efforts and determination to develop the relationship between the two National Assemblies and the two countries in depth and more effectively, contributing to promoting South-South cooperation, which is the focus of Senegal's current foreign policy.
In response to the news that Typhoon Wipha caused damage to people and property in Vietnam, the President of the National Assembly of Senegal expressed his condolences and sent his best regards to the leaders and people of Vietnam.
National Assembly Chairman Tran Thanh Man expressed his joy at his first official visit to the hospitable country of Senegal; thanked the President of the Senegalese National Assembly, leaders, National Assembly deputies and people of Senegal for giving the high-ranking Vietnamese delegation a warm and respectful welcome.

National Assembly Chairman Tran Thanh Man recalled historical memories in 1912, Senegal was the place where President Ho Chi Minh, the national liberation hero, the great leader of the Vietnamese people, left his footprints in his journey to find a way to save the country; in 1973, Senegal welcomed lawyer Nguyen Huu Tho, showing solidarity with the Vietnamese people.
The National Assembly Chairman emphasized that despite the geographical distance, the two countries always pay special attention to each other and always wish to deepen the friendly and cooperative relationship between the two countries, especially between the two legislative bodies. The National Assembly Chairman hoped that this visit would not only open a new page of cooperation through the parliamentary channel but also create momentum for the two countries to expand cooperation in all fields, for the benefit of development and prosperity of the two peoples.
The President of the Senegalese National Assembly said that agriculture is the focus of cooperation between the two countries. Senegal currently imports about 10% of its rice from Vietnam and needs to import about 100,000 tons per year, while mainly exporting cashew nuts, seafood, fish meal, animal feed, etc. to Vietnam.
Noting that Senegal is the gateway to the African market and the logistics center of the West African region, the President of the Senegalese National Assembly suggested that Vietnamese enterprises increase investment in Senegal in the fields of agricultural processing, agriculture, science and technology, digital transformation, etc.
National Assembly Chairman Tran Thanh Man said that Vietnam highly appreciates the potential of Africa, the future development center of the world, and attaches great importance to investing and expanding mutually beneficial cooperation with Africa, including Senegal.
The National Assembly Chairman said that Vietnam and Senegal are potential, dynamically developing, open economies, so there are many opportunities for cooperation to become gateways for each other's goods to penetrate the markets of Southeast Asia and West Africa; assessing that although economic cooperation between Vietnam and Senegal has made many positive steps in recent times, there is still much untapped potential, Senegal is a supplier of input materials for many manufacturing and processing industries in Vietnam.
The National Assembly Chairman suggested that the two sides continue to improve the legal framework in the fields of trade, industry and investment, increase trade activities, connect businesses, and promote the export of key products to each other's markets.
National Assembly Chairman Tran Thanh Man suggested that the two National Assemblies soon establish a mechanism for regular delegation exchanges to maintain regular dialogue; coordinate to monitor and urge the implementation of cooperation agreements signed between the two governments and encourage the two governments' agencies to actively exchange and negotiate to soon sign fundamental cooperation documents; and wish to promote new initiatives such as appointing honorary consuls in each country, enhancing information exchange to support businesses in verifying partners, resolving trade disputes and building a transparent and sustainable business environment.
The National Assembly Chairman thanked Senegal for joining the founding members of the Group of Friends on the Law of the Sea at the United Nations initiated by Vietnam; and requested that Senegal, as a responsible member of the international community, support the stance of ASEAN and Vietnam in handling disputes in the East Sea by peaceful means, on the basis of international law, especially the United Nations Charter and the 1982 UNCLOS.
The National Assembly Chairman affirmed his readiness to support Senegal in ensuring food security, sharing experiences, cooperating in research, transferring agricultural technology, especially in rice cultivation and agricultural product processing...
The National Assembly Chairman suggested that Senegal continue to facilitate the import of other Vietnamese products such as textiles, footwear, agricultural machinery, construction materials, etc.; introduce potential cooperation projects and fields in which Vietnam has strengths such as construction, science and technology, telecommunications, and create favorable conditions for Vietnamese enterprises to research and seek to expand investment cooperation opportunities in Senegal.

National Assembly Chairman Tran Thanh Man affirmed that Vietnam is ready to be a gateway for Senegal to access the ASEAN market. He also thanked the Senegalese Government for creating favorable conditions and asked the Senegalese Government to continue to care for the Vietnamese community living and doing business in Senegal.
Strengthening the legal foundation for comprehensive cooperation between the two countries
The two National Assembly Chairmen highly appreciated the good cooperation between the two countries' National Assemblies at both bilateral and multilateral levels; emphasizing that parliamentary cooperation is an important pillar in bilateral relations, contributing to promoting mutual understanding and strengthening the legal foundation for comprehensive cooperation.
The two National Assembly Chairmen expressed their delight at the launch of the Friendship Parliamentarians' Association of the two countries chaired by the Vice Chairman of the Senegalese National Assembly and the Deputy Secretary of the Party Committee of the Vietnamese National Assembly, considering this an important step in promoting cooperation and exchange between the people of the two countries in general and between the two National Assemblies in particular.

To enhance effective and practical cooperation between the two National Assemblies, the two sides agreed to increase the exchange of delegations at all levels; promote the role of the Friendship Parliamentarians' Group and cooperate at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Francophone Parliamentary Union (APF); continue to share legislative and supervisory experiences; strengthen cooperation in training and information exchange; and agree to continue to strengthen political trust between the two countries through increasing the exchange of delegations and contacts between all levels, ministries, sectors and businesses of the two countries, and support each other at international multilateral forums.
On this occasion, National Assembly Chairman Tran Thanh Man respectfully sent greetings from General Secretary To Lam, President Luong Cuong and Prime Minister Pham Minh Chinh to the leaders and people of Senegal.
The National Assembly Chairman invited the Senegalese National Assembly Chairman to make an official visit to Vietnam at the earliest possible time, and Chairman Malick Ndiaye happily accepted.
