Draft Documents to be submitted to the 14th National Congress of the Party: Making Vietnam a developed, high-income industrial country

Proposing the country's development aspirations

Delegates highly appreciated the fact that the documents of the 14th National Party Congress were carefully and scientifically prepared, daring to look straight at the truth, objectively assessing the situation and from there proposing the country's development aspirations.

Delegate Phan Xuan Dung (National Assembly delegation of Khanh Hoa province) emphasized: "This document has identified this as a new era, an extremely important historical milestone, an era of national growth, clearly stating that from this point on, our Party has determined to enter a new phase, towards the 2030 goal and 2045 vision for the country to become a developed industrialized country with high income".

The most central and breakthrough content discussed by delegates was establishing a new growth model for the country.

“Defining a new growth model, restructuring the economy, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force” is a strategic visionary decision to address the inherent limitations of the previous growth model, which mainly relied on capital and cheap labor.

Meanwhile, Delegate Nguyen Thanh Trung (National Assembly delegation of Lao Cai province) realized that this conversion will create a breakthrough momentum for Vietnam to escape the middle-income trap and achieve the goal of becoming a developed country.

The combination of science and technology, innovation, digital transformation and economic restructuring will help improve productivity, quality, efficiency, added value and competitiveness of the economy, creating new production capacity and production methods with higher quality.

Sharing this view, delegate Phan Xuan Dung affirmed that all victories of the Vietnamese revolution are associated with the promotion of the intelligence of intellectuals, science and technology, and the world has also determined: "There is no rich and powerful country that does not rely on science and technology".

Consider institutions as the "biggest knot" that needs to be untied

To implement the new model, delegate Nguyen Thanh Trung proposed focusing on three main groups of solutions: perfecting institutions and the legal environment, considering institutions as the "biggest bottleneck" that needs to be resolved.

Build flexible, specific institutions for science, technology and innovation, and pilot mechanisms for new economic models such as AI, digital economy, green economy and circular economy. At the same time, create an open legal corridor, encourage "dare to think, dare to do, dare to innovate" and accept risks and failures in applied research, especially in the public sector and state-owned enterprises.

Delegates proposed innovative financial mechanisms, venture capital policies, tax incentives for research and development (R&D), and promoting private capital mobilization instead of relying solely on the state budget. Strengthening intellectual property and data protection mechanisms and building a legal framework for national data governance to promote the digital economy.

Along with that, according to delegates, focus on developing core industries, prioritizing strategic industries such as mechanics, semiconductors, AI technology, energy and new materials, to form domestic value chains and reduce dependence on foreign countries.

Implement green transformation and digital transformation in traditional industries (textiles, footwear, agriculture) to increase productivity and participate deeply in the global value chain. Build a national innovation ecosystem, form growth centers and poles in major cities (Hanoi, Ho Chi Minh City, Da Nang).

Delegates emphasized the development of high-quality human resources, implementation of national programs to train high-tech experts, especially in the fields of AI, semiconductor chips, and big data; strong educational reform, linking training with practical needs of businesses. At the same time, promulgating breakthrough policies with international competitiveness to attract, retain and promote talents; creating an open working environment, encouraging creativity and honoring scientific and technological achievements.

At the same time, develop high-quality human resources, implement a national program to train high-tech experts, especially in the fields of AI, semiconductor chips, and big data; strongly reform education, and link training with the practical needs of businesses.

In addition, issue innovative, internationally competitive policies to attract, retain and promote talent; create an open working environment, encourage creativity and honor scientific and technological achievements.
