Focus on solutions to increase revenue and prevent budget loss

Reporting at the meeting, Mr. Nguyen Duc Ngoc - Deputy Head of the Tax Department of Region XV said: The domestic revenue results in the first 3 months of 2025 have achieved good progress compared to the estimate, reaching 3,106 billion VND, equal to 33.57% of the estimate assigned by the Provincial People's Council and People's Committee (9,250 billion VND), up 12.58% over the same period. Of which, tax, fee - charge and other budget revenues reached 2,707 billion VND, equal to 33.28% of the estimate, up 8.41% over the same period. Revenues from housing and land reached 399 billion VND, equal to 35.68% of the estimate, up 52.22%.

Mr. Nguyen Duc Ngoc - Deputy Head of the Tax Department of Region XV in the province analyzed the budget collection results of the first quarter of 2025.

In the revenue structure, 11/18 revenue items achieved good results and grew compared to the same period with an absolute increase of VND 517 billion. Many revenue items increased significantly compared to the same period, such as: revenue from foreign-invested enterprises equaled 39.05% of the estimate, up 59.31% over the same period (up VND 146 billion); lottery revenue equaled 43.67% of the estimate, up 17.95% (up VND 142 billion); land use fee revenue equaled 28.26% of the estimate, up 91.71% over the same period (up VND 120 billion),... Besides, 6/18 revenue items decreased compared to the same period with an absolute decrease of VND 170 billion. However, the increases have relatively offset the decrease, contributing to maintaining the progress of domestic revenue in the first quarter of 2025.

By locality, 6/10 districts, towns and cities have budget collection progress exceeding the average of the district block (34.88%). Of which, 4 localities have increased revenue compared to the same period: Ham Thuan Bac (up 25.39%), La Gi (up 6.07%), Duc Linh (up 30.83%) and Phu Quy (up 77.29%).

The One-Stop Department - Tax Department of Region XV in the province promotes digital transformation in tax management. Up to now, the whole province has 8,286 taxpayers applying electronic invoices (E-invoices), including 7,605 enterprises and 681 business households and individuals. Implementing E-invoices generated from cash registers, the whole province has 798 enterprises, organizations and business households in operation that have applied E-invoices generated from cash registers...

At the meeting, departments and branches focused on discussing and proposing solutions to exploit and manage revenue sources to increase budget revenue and prevent revenue loss. In particular, focusing on issues of strengthening revenue management, effectively exploiting revenue sources in the fields of e-commerce, digital platform business, land, tourism , etc.

Speaking at the meeting, Chairman of the Provincial People's Committee Do Huu Huy highly appreciated the determination of the Tax Department of Region XV in the province to carry out the task of collecting the budget right from the beginning of the year, as well as focusing on urging the collection of taxes that have expired the extension period, and corporate income taxes arising in the fourth quarter of 2024. Thereby, the collection results in the first quarter of 2025 have progressed quite well compared to the estimate. Along with that, the tax sector has also actively promoted digital transformation, supporting businesses to use electronic invoices.

The Chairman of the Provincial People's Committee pointed out the shortcomings and limitations: The province's revenue is still small, lacking key revenue sources, and land revenue has continuously declined sharply since 2022. The competitiveness of the provincial economy is still low, and tax arrears remain high. Controlling revenue and cash flow from business activities on digital platforms such as self-established websites, social networks (Zalo, Facebook, TikTok) to promote products combined with online sales to individual consumers is still difficult. Determining land prices and handling land financial problems in many investment projects have not met progress requirements. Some areas such as e-commerce, services, business households, etc. have not been exploited effectively and thoroughly.

The Chairman of the Provincial People's Committee agreed with the proposed solutions of the tax sector, and emphasized: The Tax Department of Region XV in the province continues to closely coordinate with departments, branches, sectors, and localities, and effectively advises the Party Committee and authorities in revenue management and preventing budget losses. Promote the dissemination of new tax policies, promptly deploy tax support solutions according to the Resolution of the National Assembly, the Government and the direction of the province in the Socio-economic Recovery and Development Program as well as the directions of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee. Promote revenue management solutions, prevent state budget losses for e-commerce activities, digital platform business, etc., promptly mobilize revenue sources into the budget.

The Chairman of the Provincial People's Committee also requested the tax sector to proactively review and effectively exploit potential revenue sources, especially in the following areas: land, temporary basic construction, food and beverage services, hotels, e-commerce, chain business, house rental, mineral resource exploitation, real estate, renewable energy, revenue from business households, etc. At the same time, promptly process tax exemption and reduction dossiers according to policies, shorten the time to process procedures; thoroughly handle long-standing debts. At the same time, coordinate with the Provincial Investment and Construction Project Management Board and central agencies in providing full information and ensuring that arising tax obligations are performed in accordance with regulations.

Regarding land auctions and determination of specific land prices in investment projects, the Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant sectors and localities to promptly implement according to the schedule directed by the Provincial People's Committee, contributing to increasing budget revenue and promoting socio-economic development in the area...
