According to the assessment of the Customs Department, in recent years, legal documents in the customs field have been built according to the principles consistent with the general objectives of national administrative reform, creating favorable harmony between the Customs agency and individuals, organizations and enterprises.
The Customs Department is always proactive and focuses on reforming administrative procedures to facilitate people and businesses in the process of customs procedures. In particular, the Customs Department always promptly handles difficulties of local customs units and businesses when implementing legal regulations on import and export tax, value added tax, special consumption tax, etc.; removes difficulties and obstacles in implementing the electronic exemption, reduction and refund system, effectively implementing the one-stop mechanism, etc. to shorten the time to process administrative records of businesses and taxpayers.

The business community has acknowledged and appreciated the recent efforts of Vietnam Customs in institutional reform, procedure simplification, and facilitation of import and export activities, especially in the context of Vietnam's increasingly deep integration into the world economy . Mr. Dau Anh Tuan - Deputy General Secretary of the Vietnam Federation of Commerce and Industry emphasized that the amendment and supplement to the Customs Law (in Law No. 90/2025/QH15, effective from July 1, 2025) is a remarkable step forward, clearly demonstrating the determination of the Customs sector in accompanying businesses and implementing the major goals of the Party and State on science and technology development, innovation, and digital transformation. New points such as amending the conditions of application and preferential regimes for businesses operating in the fields of semiconductor industry, high technology, artificial intelligence, etc. are appropriate and timely steps to promote the key sectors of the economy.
The representative of the Customs Department said that not only has it been achieved by specific numbers, the customs legal system has been and is being perfected, creating a legal basis for the reform of customs administrative procedures, facilitating import and export activities of the business community.

Customs officers guide procedures for businesses.
Continue to review and reduce at least 30% of administrative procedure processing time and 30% of business costs.
Following the direction of all levels on continuing institutional reform, improving the business environment, requiring the investment and business environment to strive to reduce at least 30% of administrative procedure processing time; at least 30% of business costs, especially customs, regulatory compliance costs, unofficial costs, abolish at least 30% of unnecessary business conditions; strive to have Vietnam's investment environment in the Top 3 of ASEAN within 2-3 years, the Customs Department has issued a Plan to implement the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and a Plan to inspect the settlement of administrative procedures in 2025, ensuring the principles of clear goals, clear people, clear work, clear time and clear results.
Accordingly, the Customs Department has completed the task of comprehensively reviewing, compiling statistics on administrative procedures, business conditions, reporting regimes and calculating compliance costs for 214 administrative procedures directly handled by the Customs agency upon request.
Based on the statistical results, proposed plans to reduce and simplify administrative procedures to advise the leaders of the Customs Department for approval and submit to the Ministry of Finance to synthesize the results of the report on proposed plans to reduce and simplify administrative procedures and business conditions under the management of the Customs Department as required in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and Decision No. 1362/QD-BTC dated May 4, 2025 of the Ministry of Finance.
Based on the proposal of the Customs Department, on July 9, 2025, the Ministry of Finance issued Decision No. 2421/QD-BTC approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Finance in 2025, including 39 administrative procedures in the customs sector and reported to the Ministry to submit to the Government to issue Decision No. 1848/QD-TTg dated August 27, 2025 approving the plan to reduce and simplify administrative procedures in the financial sector under the approval authority of the Government and the Prime Minister.
With efforts to review the system of legal documents and the list of administrative procedures under its management, the proposed results of the Customs Department have successfully fulfilled the requirements set for the Customs sector, which are to cut at least 30% of unnecessary business conditions, reduce at least 30% of the time to handle administrative procedures and at least 30% of the cost of complying with administrative procedures.
Currently, the Customs Department has been actively amending and supplementing the system of legal documents to ensure the implementation of approved plans according to the schedule assigned by the Ministry of Finance and the Government in 2025-2026.
