Focus on policy solutions for 4 target groups when arranging the apparatus

(PLVN) - According to the latest instructions on implementing Decree 178 and Decree 67 for officials and civil servants retiring before the retirement age, the Ministry of Home Affairs proposed to focus on resolving policies for 4 groups of subjects.

The Ministry of Home Affairs has just issued Document No. 4177/BNV-TCCB guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers according to Decree 178 and Decree 67 of the Government.

Accordingly, in order to promptly resolve policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, the Ministry of Home Affairs requests ministries, departments, branches and localities to implement the contents specified as follows:

Focus on resolving policies for 4 groups of cadres and civil servants

The Ministry of Home Affairs requires ministries, departments, branches and localities to direct agencies, organizations and units to focus on 4 groups of subjects when considering and resolving policies and regimes.

Including: less than 5 years until retirement age; not meeting job requirements; not meeting training standards according to professional and technical standards of the current job position; health is not guaranteed, affecting the performance of functions and tasks...

Notably, the Ministry of Home Affairs proposed to pay attention to retaining cadres, civil servants and public employees who have 10 years or more until retirement age, have working capacity, and have many achievements and contributions to agencies, organizations and units.

The Ministry of Home Affairs requires agencies, organizations and units, when receiving resignation applications from cadres, civil servants, public employees and workers, to promptly, quickly and in accordance with regulations, ensuring full legal rights for cadres, civil servants, public employees, workers and armed forces who resign due to the reorganization of the apparatus and administrative units as prescribed in Decree No. 178 (amended and supplemented in Decree No. 67).

Regarding financial matters, agencies must proactively balance and arrange funding sources according to the guidance of the Ministry of Finance to promptly pay policies and regimes for cases where decisions to resign have been made. In case of difficulties in funding sources, promptly report to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision.

For those who have decided to retire before June 30, the Ministry of Home Affairs recommends urgently completing the payment before June 30.

To ensure implementation progress, the Ministry of Home Affairs requires ministries, departments, branches and localities to assign the Head of the Department of Organization and Personnel or the Chief of Office (for ministries), the Director of the Department of Home Affairs (for localities) to periodically report on the implementation of policies and regimes every Monday (via documents, zalo, email, phone, etc.) to serve the synthesis of progress reports and promptly reflect difficulties and problems for the Ministry of Home Affairs to guide, remove or submit to competent authorities for handling.

Consider immediately for officials and civil servants who want to quit their jobs

In addition, the Ministry of Home Affairs also clarified some orientations in resolving policies and regimes. Accordingly, in the process of arranging administrative units and organizing local governments at two levels, if cadres, civil servants, and public employees wish to immediately resign, the local Party Committee and government will consider and decide to allow cadres, civil servants, public employees, and workers to immediately resign and enjoy policies and regimes according to Decree No. 178 (amended and supplemented in Decree No. 67).

For agencies, organizations and units that are dissolved or cease operations, the Ministry of Home Affairs directs that if cadres, civil servants, public employees and employees wish to resign, the head of the agency, organization or unit, before dissolving or ceasing operations, together with the Party Committee and government at the same level, will consider and decide according to their authority or report to the competent authority for consideration and decision, without having to conduct a quality assessment of the cadres, civil servants and public employees.

In the process of reorganizing the apparatus of State agencies, organizations, and public service units from the central to local levels, if the number of staff present is lower than the staffing framework prescribed by competent authorities, only those who do not meet the requirements of the task or do not meet the standards of cadres and civil servants (new commune level) will be considered and dismissed.

After stabilizing the organizational structure, recruitment will be carried out according to the decentralized management of cadres, civil servants and public employees, associated with restructuring and improving the quality of the cadres, civil servants and public employees.
