Focus on completing local defense and military tasks in the last 6 months of 2025 and preparing well for military recruitment in 2026

In the first 6 months of 2025, the city basically completed the construction of defense works for the 2018-2025 period, with 13/15 districts having completed; Cat Hai and Thuy Nguyen are expected to complete this year. The city proposed the construction of Rear Base No. 2; completed and put into use the combat base command post at Nui Gu (Thuy Nguyen), serving training, coaching and rehearsals. The city successfully organized the program of reviewing the troops, mass parade to celebrate the 70th anniversary of Hai Phong Liberation, the 2025 Red Flamboyant Festival and the Ceremony to receive the title of Heroic City, leaving a good impression on the people and tourists. The City People's Council plans to pass a Resolution regulating the expenditure level for the militia and self-defense force at the thematic session in June 2025.

Regarding military recruitment in 2025, the city completed 100% of the military recruitment target (2,550 citizens), the basic quality was guaranteed; the number of citizens with college and university degrees increased compared to 2024. The rate of citizens who had to make compensation decreased (04 citizens, down 03 people and down 0.12% compared to the previous year). All levels and sectors implemented well the military rear policy, visited, gave gifts, supported the repair and construction of houses for citizens joining the army, organized counseling, and introduced jobs for demobilized soldiers. Propaganda and handling of violations of the Law on Military Service were tightened; in 2025, localities punished 100% of violations (21/21 cases), much higher than in 2024 (only 23/190 cases were punished, reaching 12.1%).

Implementing the policy of streamlining the organization, the City Military Command has seriously grasped and proposed plans to organize forces, prepare barracks and facilities for new units; arrange headquarters of the Military Command at the commune level after the merger. At the same time, coordinate with agencies under the Ministry of National Defense to conduct surveys and develop the project to build and develop Bach Long Vi island district into an economic - defense center of the Bac Bo Gulf region; plan the Reserve Training Center at Son Dao Mountain (nearly 41 hectares) and the shooting range and training ground at Bach Dang and Thuy Nguyen communes (500 hectares).

Speaking at the conference, Major General Luong Van Kiem, Commander of Military Region 3, acknowledged and highly appreciated the comprehensive results of the city's armed forces in performing their tasks in the first 6 months of 2025, especially the military recruitment work, while emphasizing the core role of the armed forces in maintaining political security, social order and safety, contributing to local socio-economic development; requiring continued improvement of training quality, combat readiness, promoting mass mobilization work and building a solid national defense posture. The Major General noted that from 2026, military recruitment work will have many changes due to the implementation of the two-level government model (city and grassroots). Therefore, it is necessary to soon complete the two-level Military Service Council, promote the advisory role of local military agencies and sectors and organizations. The selection work needs to ensure quality in terms of education, health, politics and ethics. At the same time, focus on coordinating the organization of welcoming soldiers who have completed their service back to their localities in a solemn and thoughtful manner, creating trust among the people and spreading a sense of responsibility in the community.

Concluding the Conference, Permanent Vice Chairman of the City People's Committee Le Anh Quan emphasized that in the context of many major changes in administrative units, organizational structure, functions and tasks of local military agencies and the legal system, in addition to advantages, there will be many difficulties and challenges. In order to effectively carry out and complete the local defense and military tasks in the last 6 months of 2025 and the military recruitment work in 2026, he requested the Departments, branches, agencies, units and localities to focus on synchronously and effectively implementing a number of key contents. Specifically, urgently implement the decisions to merge the Hai Duong Provincial Military Command and the Border Guard Command with the City Military Command; dissolve the District Military Command and establish Regional Defense Commands in accordance with the regulations of the Ministry of National Defense and Military Region 3. Focus on preparing well and successfully organizing the City Military Party Congress for the term 2025 - 2030; Coordinate closely with the Ministry of National Defense to develop the Economic - Defense Center Project on Bach Long Vi Island. Advise the city to summarize the task of searching, gathering, and identifying martyrs' remains in the period of 2021 - 2025 and organize gratitude activities on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27). Regarding military recruitment in 2026, it is recommended to advise the City Party Committee, People's Council, People's Committee, and Military Service Council of the city on appropriate policies and measures for leadership and direction when implementing two-level local government and merging Hai Duong province with Hai Phong city. Organize dissemination and training of laws, decrees, and circulars guiding the implementation of military recruitment after they are amended and supplemented, helping agencies, units, and localities to grasp and implement them properly. Strictly manage the source of citizens of military age when implementing the merger of administrative boundaries; The 2026 military recruitment must be strict, democratic, public, fair, with increased inspection, supervision, and strict handling of violations./.
