After storm No. 3 ( Yagi ), currently, on many roads, streets, and residential areas, there are still many branches, leaves, and damaged materials that have not been collected and transported to the City's Centralized Treatment Area, affecting traffic, the environment, and urban aesthetics... At the City's 2 Centralized Treatment Areas (Nam Son Waste Treatment Complex; Xuan Son Solid Waste Treatment Area), due to the impact of the storm and subsequent rain, there are still potential risks of unsafety during operation...

To handle, overcome and ensure the collection, transportation and treatment of waste in Hanoi and the operation of the city's centralized waste treatment areas after storm No. 3, the City People's Committee directed the People's Committees of districts, towns and cities to continue to strictly implement the directions of the City Party Committee, the City People's Committee, the Steering Committee for Natural Disaster Prevention and Search and Rescue and the guidance of the Department of Natural Resources and Environment in maintaining environmental sanitation.

Direct the environmental sanitation maintenance unit in the area to concentrate human resources and vehicles to collect and transport garbage in the area to the City's centralized treatment area; have plans to disinfect, cover, and ensure environmental sanitation; ensure safety and hygiene in the operation of garbage collection and transportation vehicles; closely coordinate with the Center for Natural Resources and Environment Engineering (under the Department of Natural Resources and Environment) in receiving domestic waste to the City's centralized areas to ensure smooth and safe operation.

For districts and towns with backlogs of garbage that have not been transported to the city's centralized treatment area, the People's Committees of districts and towns shall direct the collection and transportation units to temporary gathering points; have solutions to cover rainwater and 2 sources of waste water, regularly spray deodorizing agents, kill flies and mosquitoes to ensure hygiene, and avoid environmental pollution. For low-lying areas at risk of flooding, direct agencies and units to implement plans to ensure environmental hygiene, and avoid outbreaks of epidemics from waste and wastewater pollution.

For areas that are still flooded, the People's Committees of districts, towns and cities urgently mobilize forces and units to maintain waste collection, take timely disinfection measures and urgently have a plan to transport the remaining waste to the City's Centralized Waste Treatment Area as soon as the water recedes, to ensure stable people's lives. Strengthen the propaganda of environmental sanitation to the people; Launch organizations and unite to clean up the environment in the area after the flood.

Require environmental sanitation units to focus on increasing human resources and means of collecting and transporting waste generated in the area to the City's centralized treatment area. Manage waste collection locations to ensure no pollution occurs, especially generated leachate.

Fully arrange human resources, materials, means and related material conditions to ensure the implementation of tasks according to the above regulations and instructions.

The People's Committees of Soc Son, Ba Vi districts and Son Tay town continue to closely coordinate with the Department of Natural Resources and Environment and operating units at the Centralized Treatment Area in the area, ensuring safe and stable operation and preventing environmental incidents (landslides, leachate leaks, etc.).

The Department of Natural Resources and Environment inspects and urges the People's Committees of districts, towns and cities to strictly implement the instructions of the City Party Committee and the City People's Committee on handling and overcoming storms; directs environmental sanitation units in the area to concentrate forces and means to participate and coordinate in collecting branches and leaves, cleaning the environment to ensure environmental sanitation, safety, convenience in traffic and urban aesthetics.

Directing units to operate the 24/7 treatment area, having a reasonable plan to coordinate waste into the Factory and landfill waste to ensure timely and complete receipt of waste from the areas transferred.

Continue to direct the Center for Natural Resources and Environment Engineering and the units operating the treatment areas to increase human resources, material resources, and machinery to operate the treatment areas; inspect, urge, and be on duty to implement solutions to ensure security and safety of the treatment areas; coordinate with the People's Committees of Soc Son district, Ba Vi district, and Son Tay town to deploy response (if an incident occurs) according to plan, ensuring safety and stable operation.

Urge and inspect the units managing and operating the treatment areas to continue to patch and cover the exposed areas due to wind at the treatment areas with HDPE tarpaulin and pineapple fabric; Strengthen the treatment of leachate to ensure the safety of leachate reservoirs in Nam Son and Xuan Son; Continue to clean up the environment of the landfill area, coordinate properly between landfill and incineration to ensure the treatment of all remaining waste in the city.

Regularly monitor weather developments to direct management units operating centralized treatment areas to closely coordinate with local authorities to have timely and effective prevention and response plans.
