Vinh Phuc is one of the three economic growth poles of the Hanoi Capital Region, so the province has advantages in urban development. In recent years, the province has planned and exploited resources to focus on infrastructure investment; maximized the geographical advantage to develop a modern, smart Vinh Phuc urban area in the direction of meeting the criteria of a type I urban area...
In the period of 2021 - 2025, the Provincial People's Committee has newly approved and adjusted 6 general planning projects for towns and type V urban areas; 6 urban zoning plans, 1 functional area zoning plan and 51 detailed planning projects at a scale of 1/500... The goal by 2025 is that Vinh Phuc's urban system will consist of 28 urban areas, with an urbanization rate of 55% (including 2 type II urban areas, 5 type IV urban areas and 19 type V urban areas). In the period of 2026 - 2030, the urban system will be upgraded and developed in depth; the urbanization rate will reach 65%.
Along with that, the province has devoted many financial resources to invest in urban development. Up to now, 34 urban areas have been formed in the province, including 1 type II urban area (Vinh Yen city) and 1 type III urban area (Phuc Yen city), 32 type V urban areas. The urban areas have contributed to promoting the urbanization process and developing the surrounding areas of the localities as well as the whole province and creating a driving force to attract investment, promoting the economic and social development of the province.
By the end of 2024, the province had more than 1,300 effective projects, including 476 FDI projects with a total investment of more than 8.43 billion USD; 829 DDI projects with a total investment of 142.4 trillion VND. As a result, the province's foreign investment attraction results in the 5 years (2020 - 2025) reached 3.19 billion USD, exceeding the target set by the Resolution of the 17th Provincial Party Congress (target of attracting 2 - 2.5 billion USD). As a result, the province's GRDP growth in 2024 reached 7.52% (higher than the national average).
According to the provincial planning for the period 2021 - 2025, with a vision to 2050 approved by the Prime Minister , in the period 2026 - 2030, the urban system will be upgraded and developed in depth with an urbanization rate of 65%, meeting the criteria of a type I urban area, ensuring that the average GRDP growth rate of the province in the period 2021 - 2030 is among the top in the country, reaching from 10.5 - 11%/year.
Accordingly, Vinh Yen city plays the role of a central urban area of politics, culture, education - training, science - technology, health, trade - finance and the dynamic economic region of the province; is an economic center, a major exchange hub of the Southern Red River Delta region; a key dynamic urban center (central development pole) creating a breakthrough in the province's socio-economic development strategy to 2030, with a vision to 2050.
From a poor town in “oblivion”, after a few years of re-establishment of the province, Vinh Yen developed into a type III urban area, the political, economic and social center of the province. In 2006, Vinh Yen was recognized as a provincial city and in 2014 it was recognized as a type II urban area. Vinh Yen is gradually completing the criteria for a type I urban area.
Along with urban development, the city focuses on industrial development. A typical example is Khai Quang Industrial Park, which attracts hundreds of large-scale, reputable enterprises and factories to invest in production, creating jobs for tens of thousands of workers. In the past 5 years, Vinh Yen city's economic growth has maintained at 8-10%/year.
In 2024, the total production value in the area will reach more than 91.3 trillion VND, an increase of 9.3% compared to 2023; the state budget revenue will reach more than 2,730 billion VND, equal to 108% over the same period. The average income will reach more than 100 million VND/person/year, people's living standards will increase, and there will be no more poor households according to multidimensional poverty criteria. Thereby promoting growth and structural transformation in the entire province.
Based on the provincial planning for the 2021-2030 period, with a vision to 2050, the province continues to direct departments, branches, and localities to focus on implementing well the group of solutions on management and control of development of functional areas, urban areas, and rural areas.
In particular, focusing on developing central urban and industrial areas including completing urban infrastructure of Vinh Yen and Phuc Yen towards the criteria of type II urban areas; urban areas of Vinh Tuong, Binh Xuyen, Yen Lac, Tam Duong becoming type IV urban areas with the orientation of becoming Vinh Tuong town and Binh Xuyen town, investing in building Tam Hong, Hop Hoa, Tho Tang, Tu Trung towns. Expanding new urban and residential areas at Sau Vo lake, Ngoc Thanh commune around Dai Lai lake... and some neighboring areas.
In the period of 2021 - 2030, the province plans to invest in 32 programs and projects (20 programs and projects implemented in the period of 2023 - 2025; 8 programs and projects implemented in the period of 2023 - 2030; 4 projects implemented in the period of 2026 - 2030). Of which, 22 key projects have been included in the medium-term public investment plan for the period of 2021 - 2025 with a total investment of VND 23,800 billion, 14 socialized capital projects have been and are preparing for investment with a total investment of VND 15,769 billion; 32 newly proposed key projects with a total investment of VND 169,539 billion, of which socialized capital is VND 147,639 billion, state budget capital is VND 21,900 billion.
Investing in and forming new urban areas is an important solution to promote the province's economic and social development in a sustainable, civilized and modern direction with the model of "livable urban areas" in the new period.
