Focus on developing union members and grassroots trade unions in non-state enterprises

Identifying the task of developing union members and establishing grassroots trade unions in non-state enterprises as important tasks, in recent times, trade unions at all levels in the province have actively implemented solutions to gradually and effectively carry out this task. Thanks to this, they have contributed to caring for and protecting the legitimate and legal rights and interests of workers, and building a strong trade union organization.

Huong Hoa is considered one of the localities that has done well in developing union members and establishing grassroots unions in non-state enterprises. Every year, the District Labor Federation develops a plan to develop union members and establish grassroots unions for implementation. Based on the number of enterprises and workers in the area, a steering committee is established and specific members of the steering committee are assigned to develop union members and establish grassroots unions. Focus on reviewing enterprises, the situation of changes in union members and workers to mobilize union members and establish grassroots unions. Strengthen propaganda and mobilize union members to voluntarily join the union organization. Thanks to that, the district has attracted a large number of workers to join the union, establish grassroots unions and consolidate and improve the quality of grassroots union activities.

Last April, the Huong Hoa District Labor Federation announced the decision to establish a grassroots trade union of Bao Cuong Group Company with 24 union members on the basis of merging Bao Cuong Company Limited, 5S Bao Cuong Company Limited and ChokchaiMukdahan Vietnam Company Limited. “Based on the targets assigned by the Provincial Labor Federation, the District Labor Federation has proactive solutions to increase the number of workers in enterprises with trade unions to join the trade union; guide newly established grassroots trade unions to operate effectively. Actively participate with functional agencies to grasp the number of enterprises in the area to have a basis for working with enterprises to mobilize union members and establish grassroots trade unions.

Up to now, the whole district has 29 enterprise trade unions with 1,048 union members in the enterprise sector, compared to the beginning of the term (2023), an increase of 6 trade unions and 254 union members," said Tran Thi Thuong, Chairwoman of the Huong Hoa District Labor Federation. In Cam Lo, in April 2025, the District Labor Federation announced the decision to admit 15 union members and establish the Kim Sora Quang Tri Company Trade Union.

On this occasion, the Chairman of the District Labor Federation, Duong Thi Xuan, highly appreciated the company's board of directors for creating favorable conditions for the establishment of the company's trade union. At the same time, she congratulated and assigned the task to the provisional grassroots trade union executive committee to quickly stabilize and operate effectively; promote the spirit of solidarity and democracy, coordinate with the company's board of directors to build harmonious labor relations in the unit. Pay attention to jobs, life and care for the protection of legitimate rights and interests of union members and employees.

Every year, the Standing Committee of the Provincial Federation of Labor has concretized the above programs and plans into specific tasks and solutions to direct trade unions at all levels to organize implementation; established the Steering Committee for "Developing union members, establishing grassroots trade unions", assigned responsibilities to members of the steering committee, guided and supported the grassroots trade unions at higher levels to implement and complete the plan.

Direct the trade union at the grassroots level directly above to conduct surveys of enterprises in the area, closely following the leadership of the Party Committee, coordinating with experts to establish interdisciplinary inspection teams to inspect the implementation of labor laws at enterprises, grasp the production and business situation; life, employment, and income of employees in enterprises, on that basis, develop a plan to propagate and mobilize union members, and establish grassroots trade unions.

The Party Delegation of the Provincial Federation of Labor signed a coordination regulation with relevant units and localities on leading and directing the union activities of the Provincial Civil Servants' Union (formerly), the Federations of Labor of districts, towns and cities, including the content of propaganda work, mobilizing union members, and establishing grassroots unions. Strengthening the working relationship with relevant departments, branches and sectors to grasp the situation, coordinate direction and management of enterprises and labor in the area. Piloting the establishment of grassroots unions to gather workers in the informal sector to participate in the union organization.

As a result, every year, 100% of the district-level Labor Federations coordinate with the district People's Committee Chairman and relevant agencies to organize dialogue conferences with union members and employees; organize inter-sectoral inspections and supervisions to guide the implementation of labor laws, trade unions, regimes and policies related to union members and employees in enterprises...; promptly detect, recommend and propose to the Party Committee and the authorities at the same level solutions to remove and resolve difficulties and problems of union members and employees... With drastic directions and solutions, the work of developing union members and establishing grassroots trade unions in non-state enterprises in the province has had positive changes.

In 2024 alone, the province established 29 grassroots trade unions and trade unions with 2,646 union members, including 87 union members in the informal sector. As of March 31, 2025, the province had 301 grassroots trade unions in non-state enterprises and non-public service units with 12,636 union members. Some units have done a good job of developing union members such as Dong Ha City; Huong Hoa, Gio Linh, Trieu Phong, Vinh Linh districts.

On April 24, 2025, Chairman of the Provincial Federation of Labor Nguyen The Lap signed and issued a program to implement a breakthrough in "Strengthening the work of mobilizing and developing union members and establishing grassroots unions". The program sets out specific targets for developing union members and establishing grassroots unions, including union members and grassroots unions of non-state enterprises. At the same time, there are many positive solutions such as establishing a Steering Committee for developing union members for the period 2023-2028 from the grassroots level and above.

Strengthen propaganda, mobilization and gathering of workers to join the trade union. Actively survey and grasp the operational situation of enterprises in the area where trade unions have not been established, take measures to remove difficulties and obstacles, thereby convincing the cooperation of employers on the policy of establishing trade unions in enterprises.

In addition, a number of programs will be focused on in 2025, such as grassroots union activities for union members and workers, taking care of practical benefits for union members through the activities of "Workers' Month", "Tet Sum Vay"...; effectively implementing the signed union member welfare program and many other important contents.
