Dear delegates of the Provincial People's Council,
Dear voters and people of all ethnic groups in the province.
After 2 days of serious, democratic and innovative work, the 19th Session (regular session in mid-2024), the 17th Provincial People's Council completed the proposed content and program, demonstrating a sense of responsibility, solidarity, creativity, frank discussion, and contributing many opinions reflecting the thoughts and aspirations of voters and people in deciding important local issues.
At this session, the Provincial People's Council spent a lot of time discussing and assessing the results of socio -economic development in 2023; the implementation and results of socio-economic development, the budget revenue and expenditure situation in the first 6 months of 2024; Notice of the Provincial Vietnam Fatherland Front Committee on the Front's participation in government building; Reports of the People's Court, People's Procuracy; Provincial Civil Judgment Enforcement Department.
Based on the close monitoring of the actual situation, in-depth analysis of advantages, opportunities, especially difficulties and challenges in the first 6 months of 2024, the delegates of the Provincial People's Council frankly pointed out the limitations in the sectors and fields, analyzed the objective and subjective causes, drew lessons, and served as a basis for the Provincial People's Council to resolve many key solutions to complete the goals, targets and tasks set out in the socio-economic development plan. It is requested that the Provincial People's Committee study and absorb the opinions of the delegates, continue to closely monitor the actual situation, promptly propose effective solutions in direction and administration to promote growth, ensure economic stability, maintain security, politics , order and social safety in the last 6 months of 2024.
Regarding the implementation of the function of deciding on important local issues: The Provincial People's Council has passed 25 Resolutions to continue institutionalizing the Party's guidelines and policies, the State's laws, the guidelines of the Provincial Party Executive Committee, and the Provincial Party Standing Committee to effectively perform the functions and tasks of all levels and sectors in accordance with the provisions of law. At the same time, the Provincial People's Council has implemented procedures on personnel work to dismiss and elect additional members of the Provincial People's Committee for the 17th term, 2021-2026.
The activities of questioning, answering questions and discussing at the session continued to attract the attention of voters and people in the province. Based on a firm grasp of the local practical situation and careful consideration and study of the documents presented at the session, the delegates discussed and questioned many important issues related to areas of social life that have been of interest to many voters and people in recent times. The leaders of the Provincial People's Committee and the heads of specialized agencies demonstrated a serious, open-minded, responsible spirit, answered frankly, got to the heart of the issue, and proposed basic and practical solutions to overcome limitations and shortcomings in the direction and administration work and improve the efficiency and effectiveness of management in the areas under their charge. The Provincial People's Council requested the Provincial People's Committee to actively direct the resolution of these issues, ensuring the rights of voters and people. The Provincial People's Council will issue a Resolution of questioning as a basis for supervising the Provincial People's Committee, agencies and units in implementing it.
After synthesizing and reviewing, the Provincial People's Council passed the Resolution of the 19th session, 17th Provincial People's Council, with many important contents, to propose solutions to effectively implement the resolutions of the Provincial People's Council, after they are promulgated.

After the session, it is recommended that the provincial People's Council delegates organize well the activities of meeting voters, informing voters and the people of the results of the session; regularly maintain close contact, listen to voters' opinions and aspirations; actively supervise the organization and implementation of the Constitution and laws, grasp the reality of social life to promptly reflect and make recommendations to the Provincial People's Council, People's Committee and relevant agencies. The Provincial People's Council requests the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee, relevant agencies and organizations within their scope, tasks and powers to focus on implementing measures to ensure the implementation of newly passed Resolutions, ensuring that the resolutions are promptly put into practice, creating a legal basis for implementing and operating socio-economic development activities, promoting growth, striving to achieve the highest level of the socio-economic development plan targets for 2024 and the 5-year socio-economic development plan for 2021-2025 and the following years.
