Focus on responding to the risk of heavy rain, landslides, flash floods and proactively preventing natural disasters

- Implementing Official Dispatch No. 76/CD-TTg dated May 28, 2025 of the Prime Minister on focusing on responding to the risk of heavy rain, landslides, flash floods and proactively preventing natural disasters in the coming time, the Chairman of the Provincial People's Committee directed:

1. Agencies, units and localities, according to their assigned functions, tasks and authority, are responsible for implementing specific measures to prevent, combat and overcome the consequences of natural disasters (due to heavy rain, flash floods, landslides) in accordance with the developments and situations of natural disasters; not to cause human losses, to minimize risks and damage to the property of the People and the State, according to the contents of the directive documents issued by the Prime Minister , Ministers of Ministries and the Chairman of the Provincial People's Committee.

2. Chairman of People's Committee of district, city:

a) Be responsible to the Chairman of the Provincial People's Committee for disaster prevention, rescue and relief work in the area; direct relevant agencies and units (especially the Chairmen of the People's Committees of communes, wards and towns) according to their functions and tasks to continue to closely monitor the situation, continue to seriously, promptly and effectively deploy disaster prevention, rescue and relief work in the area according to the motto "Four on-site" with the most proactive, timely and drastic spirit, in accordance with local reality; with the goal of ensuring the safety of people's lives above all, first of all. Absolutely do not be negligent, subjective, lose vigilance, do not let interruptions occur in directing response to natural disasters when rearranging administrative units and organizing local governments at 2 levels.

b) Directing to focus on immediately overcoming the risks identified through Typhoon Yagi in 2024, developing response scenarios, protecting key areas, and not being passive or surprised when natural disasters occur in the area.

3. The Department of Agriculture and Environment shall preside over and coordinate with relevant units to:

a) Urgently review and advise on the development of a plan to reorganize the force performing the tasks of natural disaster prevention, control, and search and rescue in the province according to the guidance of central agencies, in accordance with the actual conditions of the locality to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations).

b) Continue to review, advise, and propose to complete response plans for each type of natural disaster that may occur in the area, especially response plans for heavy rain, landslides, flash floods, storms, and floods; direct and guide localities to focus on immediately overcoming risks identified through Typhoon Yagi in 2024, develop response readiness scenarios, protect key areas, and avoid being passive or surprised when situations arise.

c) Direct the work of ensuring the safety of irrigation works in the province, proactively preventing flooding, inundation, and unsafety of lakes, dams, and irrigation works that affect agricultural production and people's property./.
