According to the report of Tay Giang District People's Committee, the total capital plan for 2025 (including the permitted extended source) is nearly 239.8 billion VND; of which nearly 218.6 billion VND has been allocated. As of April 30, 2025, Tay Giang has disbursed nearly 56.2 billion VND, reaching nearly 24% of the total capital plan.
Specifically, the disbursement rate of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas reached 24.38%; the National Target Program for Sustainable Poverty Reduction reached 24.65% and the National Target Program for New Rural Development reached 12.13% of the capital plan.
At the meeting, Tay Giang raised a number of difficulties and problems related to investment resources for new rural construction in the 2021 - 2025 period. Specifically, current resources are only allocated to 2 communes registered to reach the new rural finish line; communes registered to have no less than 15 criteria are facing many difficulties and cannot complete according to the proposed roadmap.
Meanwhile, basic construction debt at district and commune levels is still high, debt repayment mainly depends on land exploitation and excess revenue sources. The capital source to support new rural construction in the 2021-2025 period has not yet ensured the implementation of new rural construction goals, and capital sources have not been allocated for implementation.
In addition, the capital source of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period implements 10 projects and sub-projects. There are groups of projects with excess resources and groups of projects with insufficient resources, but it is impossible to adjust the resources for the lacking projects because they are implemented according to the targets assigned by the province, causing difficulties in the management and operation of capital sources.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan welcomed the sense of responsibility of Tay Giang district in its efforts to allocate and disburse capital for national target programs in the past time. At the same time, he noted that Tay Giang continues to be determined in disbursing capital, assigning specific responsibilities, and striving to complete tasks before June 30, 2025.
