Editor's note: On January 2, the Party Building Working Group - Subcommittee on Contents of the 15th Ninh Thuan Provincial Party Congress held a workshop on "Promoting the building of a clean and strong provincial Party Committee in all aspects" to evaluate the results of the work of building a clean and strong provincial Party Committee in the 2020-2025 term; identify the advantages, limitations, causes and lessons learned; propose solutions and tasks for the work of building a clean and strong provincial Party Committee in all aspects for the 2025-2030 term.

Thereby contributing to the construction and completion of the Party building report to serve the political report submitted to the 15th Provincial Party Congress, term 2025-2030, ensuring comprehensiveness, objectivity, honesty of the situation, results achieved, advantages, limitations, causes and lessons learned. At the same time, absorbing the guiding viewpoints, policies and major orientations in the draft documents of the 14th National Party Congress, to propose feasible directions, goals, tasks and solutions for the term 2025-2030, paying attention to breakthrough tasks and solutions with a long-term vision. Dear comrades and delegates!

With the permission of the Conference Chair, on behalf of the Provincial Party Committee Organizing Committee, I would like to give a speech on the content: "Party building in terms of organization, cadres, and internal political protection".

I. Current status of Party building work on organization, cadres, and internal political protection.

1. Party building in terms of Party organization and Party members:

Improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members has always been considered an important and regular task by our Party. In recent years, the Standing Committee of the Provincial Party Committee has focused on leading, directing, implementing and concretizing many important policies on Party building and rectification; Party committees and organizations at all levels have led, directed, concretized and organized implementation with high efficiency. The work of building clean and strong party organizations has been promoted; grassroots party organizations have continued to be consolidated, improved, and supplemented with functions and tasks, ensuring the leadership of the Party at the grassroots level. Leadership capacity, fighting strength, spirit of self-criticism and criticism, quality of party activities, political and ideologicaleducation , party member management, assessment, classification, inspection, supervision, rewards, discipline, and party member development work have been focused on, the quality of party members has changed positively...

The assignment of higher-level Party committees to participate in activities with grassroots Party organizations is implemented synchronously and uniformly by Party committees at all levels according to the working regulations of the Party committees, bringing about many practical results in leadership and direction. Continuing to innovate and improve the effectiveness of the work of assessing the quality of grassroots Party organizations and Party members, overcoming the formality in annual assessment and classification (the Standing Committee of the Provincial Party Committee issued Project No. 09-DA/TU, dated August 26, 2024 on the set of criteria for assessing and classifying the quality of grassroots Party organizations and Party members). The quality of Party cell activities has had many positive changes, Party cells have maintained the routine of regular activities, complied with the content and process of Party cell activities according to the instructions of the Central Organizing Committee, the Provincial Party Committee Organizing Committee and the superior Party committees; thematic activities are increasingly interested, the content is increasingly rich, associated with studying and following the ideology, morality and style of Ho Chi Minh. In the activities, the principles of party organization and activities were properly implemented, democracy, self-criticism and criticism were promoted, and leadership, education and combativeness in the activities of the Party cell were ensured. The evaluation and classification of the quality of Party cell activities according to Regulation No. 38-QD/TU of the Provincial Party Committee Standing Committee was carried out by most Party cells, ensuring content and procedures.

Implementing Plan No. 167-KH/TU, dated November 3, 2022 of the Provincial Party Committee to implement Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Central Executive Committee on strengthening, consolidating, building grassroots party organizations and improving the quality of party members in the new period. The implementation of the model of "four-good party cells" and "four-good grassroots party organizations" was planned by 11/11 party committees under the Provincial Party Committee, directing party committees and party organizations to synchronously implement throughout the Provincial Party Committee in the spirit of Instruction No. 05-HD/TU, dated May 18, 2023 of the Provincial Party Committee Standing Committee on criteria and process for building the model of "four-good party cells", "four-good grassroots party organizations"; Initial results show that through registration to implement the model, Party committees, Party organizations, and Party members have promptly identified content, tasks, and solutions appropriate to the characteristics and situation of the locality, agency, and unit to strive to implement the criteria. Through implementation to date, a number of subordinate Party committees have evaluated and recognized the model.

The work of innovating the content and leadership methods of grassroots party organizations; improving the leadership capacity, skills and professional work of party members at the grassroots level has been directed and implemented; the development and concretization of policies and resolutions of the Party and higher-level party committees have been focused on; grassroots party organizations have closely followed and appropriately applied policies and resolutions of higher levels to the specific situation of localities, agencies, units and political tasks of grassroots party organizations; the grassroots party committee members have been regularly consolidated and improved, with increasingly positive changes in quality compared to the previous term.

The work of creating sources and developing new party members has been regularly directed by Party committees and organizations at all levels, and the quality of party member admission has been increasingly improved (the Standing Committee of the Provincial Party Committee issued No. 06-HD/TU, dated September 28, 2023 on admitting party members who are students in the province and the annual Party member development plan); Thanks to that, the work of developing new party members in the Provincial Party Committee has had many positive changes in all aspects, achieving the annual target (from 2021 to now, 3,285 party members have been admitted; of which in 2021, 830/820 party members were admitted, reaching 101.22%; in 2022, 834/815 party members were admitted, reaching 102.33%; in 2023, 811/800 party members were admitted, reaching 101.38%; in 2024, up to now, 845/805 have been admitted, reaching 104.97%), especially in 2024, the Provincial Party Committee has admitted 09 party members from high school students.

2. Party building on cadres:

During his lifetime, Uncle Ho repeatedly advised, "All successes or failures depend on good or bad cadres"; "cadres are the root of all work." Accordingly, in recent years, the Standing Committee of the Provincial Party Committee has always thoroughly grasped the viewpoint: "Cadres are the decisive factor for the success or failure of the revolution; cadre work is the "key" step in the work of building the Party and the political system, building a contingent of cadres, especially strategic-level cadres, is the most important task, an important task of the Party, which must be carried out regularly, carefully, scientifically, closely and effectively...". At the same time, to concretize the viewpoints, directives, resolutions, regulations, statutes, procedures, instructions... of the Central Committee on cadre work, contributing to building a contingent of cadres at all levels with sufficient qualities, capacity and prestige, equal to the task; since the beginning of the term, the Provincial Party Committee has issued 01 Resolution; The Provincial Party Standing Committee has issued 13 Regulations, 19 Plans, 7 Instructions, 6 Decisions, 2 Statutes, 4 Projects, 1 Directive... and many documents related to organization and personnel work for implementation throughout the Provincial Party Committee. Some of the results achieved are as follows:

Strictly and consistently implement the principle of the Party's unified leadership of personnel work, manage the staff according to the principle of democratic centralism associated with promoting the responsibility of organizations and leaders in the political system. Standardize and tighten discipline and order while creating an environment and conditions to promote innovation, promote creativity and protect cadres who dare to think, dare to do, dare to make breakthroughs for the common good.

The Provincial Party Standing Committee has promptly specified, promulgated and directed Party committees and Party organizations to promulgate regulations on decentralization of management of cadres under their management authority; clearly defining authority and responsibility in the assignment and decentralization of management. The coordination of cadre management between local Party committees and provincial departments, branches and sectors ensures synchronization and closeness in accordance with regulations and in accordance with practical situations.

The work of reviewing, evaluating and classifying party members, cadres, civil servants and public employees in the province in the past time has ensured the correct principles and procedures according to the standards of titles, specific and strict criteria, demonstrating democracy, objectivity, publicity and transparency, promoting the role and responsibility of the collective and the leader in evaluating cadres. Seriously implementing the annual evaluation and classification of cadres, evaluation when planning, rotating, appointing, recommending cadres for election, rewarding... The mid-term vote of confidence according to the regulations and plans of the Central and the Province has been seriously implemented.

The work of planning cadres closely follows the viewpoints, principles, mottos, contents, and procedural steps, ensuring objectivity, democracy, publicity, and transparency; effectively reviewing and assessing political standards, criteria, conditions, and cadres included in the planning to ensure compliance with regulations. The quantity and quality of cadres included in the planning basically meet the requirements, ensuring the structure of 3 age groups, effectively implementing the motto of "dynamic" and "open" planning; the proportion of female cadres, young cadres, and ethnic minority cadres basically meets the regulations.

Training and fostering cadres is identified as an important and regular task to improve the quality of the cadre team, ensure continuous and sustainable succession and transition between generations of cadres, and meet the requirements of building a cadre team associated with planning, arranging, and using cadres and according to job title standards. The majority of cadres sent for training and fostering have a firm political stance, ideology, good moral qualities, good lifestyle, good health, and are assessed by the agency to have fulfilled their assigned tasks well. Regular attention is paid to improving the qualifications of the teaching staff, updating knowledge, and innovating teaching programs to meet the needs of training and fostering cadres in the current situation.

The rotation of cadres is regularly given attention by leaders and directors in order to comprehensively train, foster, practice and test cadres through many fields of work, accumulate practical experience, strengthen cadres for local bases, agencies and units, contributing to overcoming the situation of shortage, partiality and closedness in the arrangement and use of cadres. Most of the rotated cadres perform well the assigned tasks, maintain their stance and ideology, have the awareness to train and cultivate their moral qualities, style and lifestyle, strive to overcome difficulties, gradually approach new working conditions and environments, promote their capacity, strengths, leadership, management and operation abilities, accumulate knowledge and practical experience, have a more comprehensive and in-depth leadership and direction method, especially those who are rotated to hold key leadership and management positions at the district and commune levels.

The work of appointing and introducing candidates for election is strictly carried out by Party committees, Party organizations, and collective leaders of agencies and units in the province according to regulations, ensuring principles, authority, and responsibility. All cases of appointment and introduction of candidates are included in the planning or are planned for equivalent positions in the unit or locality. The process and procedures for appointing and introducing candidates for election are carried out in accordance with regulations, strictly, democratically, publicly, and transparently at all stages. The work of coordinating personnel appraisal is carried out closely by advisory agencies of Party committees, with quality, ensuring standards and conditions, and being appraised and concluded on political standards; the majority of leaders and managers appointed and introduced for election have good moral qualities, good lifestyles, prestige, and capacity in directing, managing, and operating the assigned and responsible fields, thereby gradually improving the quality of the team of leaders and managers at all levels.

Implementing the Central and Provincial Regulations and Guidelines on controlling power in personnel work and preventing corruption and negativity in personnel work; promptly correcting and reminding organizations and individuals who have not strictly implemented the Party's regulations on personnel work, regulations on controlling power in personnel work and thoroughly implementing and complying with dismissal and resignation according to regulations. Periodically transferring work positions for positions prone to corruption and negativity to prevent and control power, prevent and combat corruption and negativity in personnel work according to regulations.

The arrangement of a number of leadership and management positions that are not local people is associated with the rotation of cadres; the assignment of Party Committee members for the 2020-2025 term is directed by the Standing Committee of the Provincial Party Committee to be strictly implemented to ensure compliance with the policies and regulations and personnel plans approved by competent authorities.

The implementation of the Central Government's policy on piloting the recruitment of leadership positions at the department and division levels must be serious, in accordance with principles, procedures, and candidates must meet prescribed standards and conditions.

Party committees and organizations at all levels regularly pay attention to leading and directing the effective implementation of inspection, supervision and discipline work for cadres; proactively develop plans and programs for inspection and supervision throughout the entire term and annually; organize periodic or surprise inspections of party organizations, party members and cadres when there are signs of violations according to Party regulations and State laws; through inspection and supervision, promptly rectify, remind and strictly handle violations of Party and State regulations; prevent degradation in political ideology, ethics and lifestyle, manifestations of "self-evolution" and "self-transformation" among cadres and party members, strictly maintain discipline and order, improve leadership capacity and fighting strength of party committees and organizations at all levels.

Regularly pay attention to building a team of civil servants of the Party Organization and Building Sector with political qualities, ethics, qualifications, capacity, working skills, and good completion of assigned tasks.

3. Internal political protection work:

Protecting internal politics is an important task, related to the survival of the Party and the regime; in the revolutionary stages, our Party has always attached importance to the work of protecting internal Party politics, identifying this as an inevitable issue, an objective requirement for the existence and development of our Party. Reality shows that "internal issues" always exist objectively along with the survival and prosperity of each state, each regime, and each ruling party. Linking the work of protecting internal politics with the work of building and rectifying the Party, ensuring that our Party is always truly politically clean, ideologically unified, and organizationally strong. Throughout the 94 years of building and developing the Party, the work of protecting the Party's internal politics has always been focused on; are seriously implemented by Party committees, Party organizations, cadres and Party members in the political system in accordance with regulations, contributing significantly to the success of Party building and rectification work, and that is an important foundation for maintaining political security of the Party and the State. In particular, stemming from the rapid, complex and unpredictable changes of the international, regional and domestic situation; from the increase in sabotage activities of hostile forces... in the period of innovation and deep international integration, the work of protecting internal politics has been promoted, closely led and directed by the Party Central Committee and the Politburo. That is the process of strictly implementing the principles of Party building and Party rectification according to the principles of Marxism-Leninism and Ho Chi Minh thought; in accordance with the Party Charter and resolutions of the Party Congresses in the spirit of combining "fighting and building", "building and fighting", "taking prevention as the main thing" to build each clean and strong Party organization.

The system of documents regulating and the organizational structure of the Party's internal political protection work has been supplemented, amended and perfected to suit practical requirements. Currently, there is Directive No. 39-CT/TW, dated August 18, 2014 of the Politburo on "Strengthening internal political protection work in the current situation"; Regulation No. 58-QD/TW "Some issues on internal political protection of the Party"; Instruction No. 01-HD/BTCTW of the Central Organizing Committee on implementing a number of articles in Regulation No. 58. From the content of the above documents, it can be seen that the work of protecting internal politics not only has new, more specific and strict contents, but also shifts the focus from considering historical issues to grasping and solving current political issues, associated with preventing and combating the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution", "self-transformation" within each agency, locality, and unit in accordance with the spirit of the Central Resolution No. 4, Session XI, XII on "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution", "self-transformation" within the Party" and Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, morality, and lifestyle; manifestations of "self-evolution" and "self-transformation" have always been of interest and achieved many positive results... The documents of the 13th National Party Congress have identified lessons learned in Party building and rectification work as "doing a good job of protecting internal politics, resolutely and persistently fighting against degradation, "self-evolution", and "self-transformation" within the Party...". At the same time, it is determined to "strengthen the work of protecting internal politics, focusing on grasping current political issues. Proactively fighting and effectively preventing sabotage activities of hostile forces and reactionary organizations".

Party committees, party organizations, units and localities promptly disseminate and seriously implement the contents and guiding viewpoints, determine the authority and responsibility of each Party committee and party organization in the work of protecting internal Party politics in accordance with the Regulations and Instructions of the Central Committee and the Standing Committee of the Provincial Party Committee; awareness, responsibility and tasks of protecting internal politics are enhanced; grasp the internal political situation of the cadres under their management; promptly detect, consider, handle and manage cadres and party members with political problems, especially current political problems. Party committees, party organizations and functional agencies have coordinated to review, examine, verify, appraise and conclude the political standards of cadres according to the decentralized management authority to ensure timeliness, serving the work of planning, appointing and introducing cadres to run for election; Implement well the arrangement and use of cadres with political history and current political problems in accordance with the cadres' capacity and work strengths.

II. Proposing some tasks and solutions for Party building in terms of organization, personnel, and internal political protection:

1. To continue to improve the leadership capacity, fighting strength of grassroots party organizations and the quality of party members in the coming time; I would like to propose a number of tasks and solutions that need to be focused on as follows:

Firstly, focus on consolidating, perfecting and arranging grassroots party organizations according to the policy of arranging the apparatus of the political system and personnel work, linking party building work with leadership in implementing political tasks and leading political and social organizations in localities, agencies and units; continue to transfer grassroots party organizations in private economic units to the management of district and city party committees. Summarize experiences and replicate the model of "four good party cells" and "four good grassroots party organizations" to operate effectively.

Second, continue to review, propose amendments, supplements, complete and strictly implement regulations on functions, tasks, powers, responsibilities and working relationships of types of grassroots party organizations to ensure they are consistent with reality and new requirements and tasks. Implement model working regulations of grassroots party committees to ensure consistency and suitability with functions, tasks and practices at the grassroots level.

Third, innovate the content, methods, leadership style, working style, enhance the sense of responsibility and capacity of Party committees and Party secretaries at the grassroots level, ensuring the core role and comprehensive leadership of the Party at the grassroots level. Continue to effectively implement the policy of assigning Party committee members to participate in activities with residential area Party cells. Improve the effectiveness of annual assessment of the quality of grassroots Party organizations and Party members. Continue to innovate and improve the quality of Party cell activities, promote the principle of democratic centralism, the spirit of self-criticism and criticism, ensure leadership, education and combativeness in Party activities.

Fourth, focus on training the team of secretaries and grassroots Party committee members, especially the grassroots Party committee members and secretaries, secretaries and deputy secretaries of Party cells in communes, wards and towns, on skills and expertise in Party work, mass work, forecasting and situation assessment, the ability to concretize and organize the implementation of the Party's guidelines and policies, meeting the practical requirements of localities, agencies and units.

Fifth, strengthen the management of party members, especially in political and ideological education, training the political capacity of party members, especially in establishing and using information pages on the Internet and social networks; regularly review, screen, and resolutely remove unqualified party members from the Party. Strictly implement regulations on the responsibilities of party members who are working regularly and maintain contact with the party organization and the people where they reside. Strengthen the application of information technology in the management of party members and party activities in accordance with reality.

Sixth, enhance the responsibility of Party committees at all levels, especially leaders, in the work of developing new Party members; pay attention to developing Party members among workers, managers in non-state enterprises, students, religious people, in rural areas, remote areas, ethnic minority areas...

Seventh, pay attention to leading, directing, and creating conditions for the Fatherland Front, socio-political organizations, and mass organizations in the province to promote their responsibility in participating in Party building, effectively supervise Party organizations and Party members; participate in building clean and strong grassroots Party organizations and Party members; promote patriotic emulation movements, discover and select positive factors among cadres, union members, association members, the masses, and prestigious people to introduce to the Party for consideration of admission.

2. To continue strengthening Party building work on cadres for the 2025-2030 term, in the coming time, it is necessary to effectively implement a number of key and breakthrough tasks and solutions as follows:

Regularly pay attention to directing the implementation of tasks and solutions, focusing on two key points and five breakthroughs according to Resolution No. 26-NQ/TW dated May 19, 2018 of the 12th Central Executive Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks and tasks and solutions according to Resolution No. 07-NQ/TU dated October 29, 2021 of the Provincial Party Executive Committee on building a contingent of cadres at all levels by 2025, with a vision to 2030, to meet the requirements of tasks in the new situation; ensuring consistency with the practical situation of the locality.

- The two focuses are: (1) Continuing to strongly, comprehensively, synchronously and effectively innovate personnel work; standardizing and tightening discipline and order while creating an environment and conditions to promote innovation and creativity to serve development and having a mechanism to protect cadres who dare to think, dare to do, dare to break through, dare to take responsibility for the common good; (2) Focusing on building a team of key provincial cadres and Party secretaries, leaders at all levels along with decentralization and delegation of power to promote proactiveness and creativity, while at the same time, strengthening inspection, supervision and strict control of power.

- Five breakthroughs are: (1) Innovating the work of evaluating cadres in the direction of: Consistent, continuous, multi-dimensional, according to criteria, by products, through surveys, publicizing results and comparing with equivalent positions; (2) Strictly controlling power, carefully screening, timely replacement; (3) Consistently implementing the policy of arranging district-level Party secretaries who are not local people; (4) Paying attention to implementing regimes and policies to motivate cadres to strive, wholeheartedly and wholeheartedly for their work; having mechanisms and policies to create fair and healthy competition and attract and make good use of talents; (5) Perfecting the mechanism so that cadres and party members are truly closely attached to the people and promoting the role of the people in participating in building the cadre team.

3. Directions, tasks and solutions for the work of BVCTNB in ​​the coming time:

1. Focus on directing Party committees and organizations at all levels to strengthen and maintain regular dissemination of regulations, directives and conclusions of the Party, the State and the Provincial Party Committee on internal political protection work associated with Party building work, especially Directive No. 35-CT/TW dated June 14, 2024 of the Politburo and Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organizing Committee on Party Congresses at all levels towards the 14th National Congress of the Party, to cadres, party members and the people. Propaganda and education for cadres and party members to clearly understand the plots and tricks of sabotage activities of hostile forces, reactionaries, opposing elements and political opportunists, in which, focusing on raising awareness for cadres and party members about the methods and tricks of subjects taking advantage of the internet and social networks; Propaganda and education for cadres and party members on the awareness of protecting state secrets in cyberspace; skills to identify and "respond" to bad and toxic information, wrong and hostile viewpoints.

2. Strengthen the work of grasping the ideological developments of cadres and party members from grassroots party committees and party organizations, especially in agencies, organizations, units and localities where there are petitions, denunciations, complaints, conflicts and internal disunity to direct the resolution and resolution, creating high consensus internally and externally, not allowing new complicated problems to arise, not creating excuses for hostile forces to take advantage of and sabotage. Timely detect and fight against signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" right at the party cell level; rectify the situation of declining fighting capacity, "seeing the right but not defending, seeing the wrong but not fighting".

3. Focus on directing the effective implementation of the work of reviewing, examining, verifying, appraising, and concluding on political standards, ensuring seriousness, caution, thoroughness, scientificity, objectivity, impartiality, honesty, comprehensiveness, and coordination among agencies according to regulations; promptly serving the work of cadres, the work of party admission, and especially the work of preparing personnel for party congresses at all levels for the 2025-2030 term; directing the timely handling and resolution of petitions related to internal political issues of cadres and party members according to the cadre management hierarchy.

4. Continue to effectively implement the Regulation on coordination in performing internal political protection tasks between the Provincial Party Committee's Organization Board and the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Internal Affairs Department, the Provincial Public Security Party Committee, the Provincial Military Party Committee, the Provincial Border Guard Party Committee and the Provincial Inspectorate. The agencies in the coordination regulations regularly exchange information and effectively implement the contents of the regulations.

5. Strengthen inspection, supervision, and professional guidance on internal political protection work at Party committees and subordinate Party organizations to promptly rectify, support, and overcome difficulties and obstacles in the implementation process.

6. Direct Party committees at all levels to strengthen the management of cadres and party members according to regulations, especially cadres and party members whose relatives are residing abroad or traveling abroad or in contact with foreign organizations and individuals according to regulations of the Central Committee and the Standing Committee of the Provincial Party Committee.

7. Promote digital transformation in management, storage, and exploitation of internal political protection records.
