Thanh Hoa: Promulgating a plan to reorganize public service units and state-owned enterprises

According to the report, before October 2017, Thanh Hoa province had 2,551 public service units, including: 2,166 units in the education sector, 100 units in the health sector, 3 units in the science and technology sector, 116 units in the agriculture sector, 2 units in the information and communication sector, 72 units in the culture, sports and physical training sector and 92 units in other service sectors.

Implementing Resolution No. 19-NQ/TW dated October 25, 2017 of the Party Central Committee, by June 30, 2025, Thanh Hoa province has reorganized and streamlined the apparatus, leaving 2,144 public service units, reducing 407 units and focal points.

According to the newly issued plan, in the field of education, Thanh Hoa province will reorganize Hong Duc University on the basis of merging with the University of Culture, Sports and Tourism and will officially come into operation in the first quarter of 2026.

For colleges: Maintain the Medical College, reorganize Thanh Hoa Industrial College on the basis of merging Nghi Son Vocational College; reorganize the Agricultural College on the basis of merging Industrial Vocational College.

For secondary schools, continuing education centers, and vocational education centers, the People's Committee of Thanh Hoa province maintains: Thanh Hoa Vocational College of Transport, Thanh Hoa Mountainous Vocational College, and Thanh Hoa College of Commerce and Tourism. These schools develop and implement plans to self-guarantee regular expenditures in the period 2026 - 2030;

Implement the conversion of Thanh Vocational College for Disabled Youth with Special Difficulties into a public specialized educational facility for the disabled according to the plan; convert Thach Thanh Vocational College, Nga Son Vocational College and Bim Son Vocational College into 3 vocational secondary schools.

Merge the Vocational Education and Continuing Education Centers of Muong Lat, Quan Son and Quan Hoa; the Vocational Education and Continuing Education Centers of Sam Son and Quang Xuong; the Vocational Education and Continuing Education Centers of Ngoc Lac and Lang Chanh; the Vocational Education and Continuing Education Centers of Nhu Thanh and Nhu Xuan into vocational high schools.

Merge 19 vocational education and continuing education centers with class sizes that do not meet regulations, have few students, and are suitable in terms of distance and area into 10 vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-commune and ward areas.

Merge Tho Xuan and Thuong Xuan Vocational Education and Continuing Education Centers; Vinh Loc and Thach Thanh Vocational Education and Continuing Education Centers; Thieu Hoa and Yen Dinh Vocational Education and Continuing Education Centers; Hau Loc and Ha Trung Vocational Education and Continuing Education Centers; Nghi Son and Nong Cong Vocational Education and Continuing Education Centers; Vocational Education and Continuing Education Center No. 1 and Thanh Hoa Vocational Education and General Technical Education Center into vocational high schools.

Convert 4 large-scale vocational education and training centers (Cam Thuy, Ba Thuoc, Trieu Son, Hoang Hoa) into 4 vocational high schools.

For kindergartens, primary schools, junior high schools, high schools and multi-level schools, arrange kindergartens, primary schools, junior high schools, high schools and multi-level schools according to the content of Official Dispatch No. 6165/BGDĐT-GDPT dated October 2, 2025 of the Ministry of Education and Training.

In the health sector, Thanh Hoa will maintain 7 provincial centers, 38 hospitals, establish 166 new commune health stations; develop a plan to arrange the Construction Investment Project Management Boards into 3 Project Management Boards under the Provincial People's Committee...

The decision also clearly states the plan to rearrange other public service units such as: Construction; Home Affairs; Justice; Culture, Sports and Tourism; Science and Technology; Agriculture and Environment; Industry and Trade; Nghi Son Economic Zone Management Board and Industrial Parks.

For public service units under the People's Committees at the commune level, public enterprises also have appropriate arrangement plans.

Thanh Hoa Provincial People's Committee assigned the Department of Home Affairs to act as the focal point, to urge and inspect the departments, branches, sectors, public service units under the Provincial People's Committee and the People's Committees of communes and wards in implementing this plan; to synthesize, report on the implementation status and propose to the Provincial People's Committee to resolve any problems and issues that arise, ensuring that the plan is implemented synchronously and effectively.
