According to the guidelines, the Center is a public service unit with legal personality, its own seal, and its own bank account.
The center is tasked with performing a wide range of functions, from providing basic and essential public services to the community to undertaking some consulting and revenue-generating services, and even participating in the management of local construction investment projects.

The highlight of this model is its broad scope of operation, encompassing many fields: culture, information, sports, tourism; environment, urban management, technical infrastructure; agriculture and rural development; internal affairs, social security; and even the management and operation of local markets.
From operating cultural centers and libraries, organizing festivals, and supporting community tourism development; to collecting waste, maintaining infrastructure, managing greenery and lighting, or providing agricultural and forestry extension services and transferring scientific and technical knowledge to farmers, all tasks are unanimously assigned to the Center for implementation.
Specifically, the Center can act as the investor or project management board for infrastructure projects at the local level, handling the entire process from planning, appraisal, contractor selection, construction supervision to acceptance and handover.
With a partially autonomous mechanism, the Center is allowed to sign service supply contracts, joint ventures, and partnerships to mobilize social resources, contributing to improving the quality of its operations.
The new model is expected to help local governments reduce their administrative workload and focus on state management, while citizens and businesses can access public services more quickly, conveniently, and transparently.
Furthermore, unifying the service providers also helps save budget, improve the efficiency of infrastructure management and exploitation, and create additional legitimate revenue for the locality. The People's Committees of communes and wards will base their regulations on the provincial guidelines to specify functions and tasks in accordance with actual conditions.
In the coming period, when the Government and ministries issue a unified legal framework, Thanh Hoa will continue to review and adjust the model of the Commune-level Public Service Center to truly be effective and become an "extended arm" of the government in serving the people.
