According to the instructions, the Center is a public service unit with legal status, its own seal and account.
The Center is assigned to perform many functions, from providing basic and essential public services to the community to undertaking a number of consulting and revenue-generating services, and even participating in the management of local construction investment projects.
The highlight of this model is its wide scope of operation, covering many fields: culture, information, sports, tourism; environment, urban management, technical infrastructure; agriculture and rural development; internal affairs, social security; even management and exploitation of traditional markets.
From operating cultural houses, libraries, organizing festivals, supporting community tourism development; to collecting waste, maintaining infrastructure, managing trees, lighting or providing agricultural and forestry extension services, transferring science and technology to farmers, all are assigned to the Center for implementation.
In particular, the Center can act as an investor or project management board for infrastructure projects at the grassroots level, taking on the entire process from planning, appraisal, contractor selection, construction supervision to acceptance and handover.
With a partially autonomous mechanism, the Center is allowed to sign service supply contracts, joint ventures, and partnerships to mobilize social resources, contributing to improving the quality of operations.
The new model is expected to help commune-level authorities reduce administrative work and focus on state management, while people and businesses can access public services more quickly, conveniently and transparently.
In addition, the unification of service supply points also helps save budget, improve management efficiency, exploit infrastructure and create more legal revenue for the locality. The People's Committees of communes and wards will base on the province's guidance to specify functions and tasks, in accordance with actual conditions.
In the coming time, when the Government and ministries and branches issue a unified legal framework, Thanh Hoa will continue to review and adjust so that the model of the Commune-level Public Service Delivery Center can truly promote its effectiveness, becoming an "extended arm" of the government in serving the people.
