According to a quick report from the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Thanh Hoa province, as of 9:00 a.m. on July 23, storm No. 3 has caused a lot of damage in Thanh Hoa province, especially flooding and isolation in many areas. Many localities such as Tan Thanh, Luan Thanh, Son Thuy, Thanh Ky communes... recorded rising river and stream water levels, isolating thousands of people.

Specifically, Tan Thanh commune has 10 isolated villages with more than 1,500 households and 6,493 people; Luan Thanh commune has 14 households with 56 people; Son Thuy commune has 85 households with 361 people, and Thanh Ky commune has 3 villages with 22 households and 100 people in a similar situation. The whole province has evacuated 524 households with 2,302 people to safe places in many communes such as Muong Ly, Quang Chieu, Trung Thanh, Thanh Quan, Thang Loc, Pu Nhi... to minimize human losses.

The irrigation and dyke systems also suffered many losses with 5 serious incidents recorded. Among them, many serious landslides occurred at the dyke routes in Hoang Chau, Tan Ninh, Hoang Loc, Dinh Hoa communes and Quang Trung ward, with landslide lengths ranging from 18m to 150m....

Hoang Chau Commune is one of the localities that had to evacuate the most people, with 220 households and 678 people. Thanks to proactive storm prevention work, the locality had no human casualties and minimized damage to people's property.

The whole province has 2,237.3 hectares of rice flooded, concentrated in Ha Trung, Hoang Hoa, Nga Son, Thieu Hoa, Dong Son districts and Bim Son city. In addition, 7 residential areas were completely isolated, many important dikes were eroded such as Tam Diep dike (150m), Tay Song Cung dike, Song Ma dike. Some incidents such as sinking boats and floating fish rafts also affected people's lives.

Latest information about the road section in Pa Hoc village, Nhi Son commune (old Muong Lat district) that was eroded by more than 40m. It is known that after the landslide, the Nhi Son commune Military Command sent forces to coordinate with specialized forces, guard and guide traffic and clear rocks and soil. By the afternoon of July 22, the road was cleared for people to travel. However, on the night of July 22, due to the large amount of mud falling from the hill, this road section was blocked again. Currently, the forces are quickly clearing the road to ensure traffic for people to travel.

To reduce damage and quickly overcome incidents caused by storm No. 3, thanks to the process before, during and after the storm, Thanh Hoa province has promoted the "4 on-site" well, local authorities closely coordinated with armed forces to proactively deploy measures to prevent, combat and overcome the consequences of storms and floods. Field inspections are maintained regularly, especially in low-lying areas, areas at risk of landslides, dyke systems, dams... The evacuation of people, blocking dangerous points, ensuring food and essential necessities for people are carried out promptly, contributing to minimizing damage to the lowest level.

From July 20 to 23, the provincial armed forces mobilized more than 4,632 people, 38 cars, 5 motorboats and hundreds of vehicles and equipment to coordinate with functional forces to respond, help people evacuate, guard, handle emergency situations, and ensure absolute safety for people.

Although storm No. 3 caused significant damage, with a high sense of responsibility, the proactiveness and determination of the political system and the consensus of the people, Thanh Hoa effectively controlled the situation, quickly overcame the consequences, and gradually stabilized life. The clear effectiveness of the "4 on-site" motto continues to affirm the core role of the armed forces in natural disaster prevention and control, contributing to protecting the safety of people's lives and property in all situations.
