(Baothanhhoa.vn) - The Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches, units and the People's Committee of Thanh Hoa City to establish an interdisciplinary inspection team to conduct on-site inspections at least 2 social housing projects that have been put into use.

Thanh Hoa Provincial People's Committee has just issued Official Dispatch No. 7469/UBND-CNXDKH dated May 26, 2025 to relevant departments, branches and localities requesting inspection and rectification of buying, selling and managing the use of social housing in the province.

According to the document, many social housing projects in the province have been started and implemented. Some projects have been completed and put into use, serving the housing needs of the people. Localities have proactively reviewed and arranged suitable land funds, made a list of projects, selected investors and organized the implementation of investment procedures in accordance with legal regulations.

However, in practice, there are still some shortcomings and inadequacies, such as: Difficulties in confirming the conditions of social housing buyers. Confirmation of the status of not having a house, low income conditions, confirmation of residence or beneficiaries according to regulations is still inconsistent, causing difficulties for people in completing home purchase registration documents. Lack of transparency in receiving and reviewing documents, some investors have not fully implemented, publicly and transparently the process of receiving documents, reviewing subjects, organizing lottery (if any) and signing sales contracts, leading to people having difficulty accessing information and preferential policies.

The determination of home buyers is still not strict, leading to the situation where people who are not eligible for the policy are still able to buy; or people who are eligible to buy but do not have real housing needs, and after buying, they rent or transfer illegally.

In the process of using social housing, there are still some problems such as buyers not using the house for the right purpose, illegal transfer and sub-lease are becoming more and more common and difficult to control.

In addition, there are difficulties in granting certificates of house ownership, and the completion of legal procedures to grant certificates to people is slow, causing insecurity and affecting the legitimate rights of buyers.

The management and operation of apartment buildings still have many shortcomings, some projects have not been established or the management board's operations are not effective; disputes arise over car parking spaces, management and maintenance fees, causing instability among residents.

In order to promptly overcome the above shortcomings and inadequacies, to prevent violations in the development and management of social housing in the province, to ensure the right beneficiaries and to create a transparent and healthy investment environment, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches, units and the People's Committee of Thanh Hoa City to establish an interdisciplinary inspection team to conduct on-site inspections at least 2 social housing projects that have been put into use.

The inspection focuses on clarifying the correct identification of home buyers according to regulations; the current status of housing use (whether it is actually used or not); the status of granting house ownership certificates; the status of illegal buying and selling and transferring; the management and operation of apartment buildings; the effectiveness of the Management Board's operations; the infrastructure system serving residents (parking lots, public utilities, etc.)

At the same time, conduct a field inspection at at least one project that is currently receiving applications for the purchase and sale of social housing. The inspection focuses on clarifying the investor's method of receiving applications; the application appraisal process, organizing the lottery (if any), reviewing the results, signing the purchase and sale contract; the current situation and difficulties in the process of confirming the conditions for receiving social housing (status of not having a house, income level, legal residence, subjects eligible for support...).

Based on the inspection results, the Department of Construction synthesizes and fully assesses the existing problems, shortcomings, limitations, difficulties, obstacles, and violations (if any) during the implementation process. At the same time, presides over and coordinates with relevant units to proactively review and resolve arising issues within their authority. On that basis, advises documents for the Provincial People's Committee to direct, in order to promptly correct existing problems and shortcomings, and improve the management and use of social housing in the province; report the implementation results to the Chairman of the Provincial People's Committee before June 15, 2025.
