On April 8, 2022, Thanh Hoa Provincial People's Committee issued Decision No. 1206/QD-UBND approving the investment project to build Phuong Nghi - Can Khe traffic road, Nhu Thanh district. The project's objective is to strengthen the connection between Provincial Road 520 and Provincial Road 514 to shorten the distance from Can Khe commune and neighboring areas to the center of Ben Sung town and Ben En tourist area. At the same time, the above project helps to form a continuous and synchronous traffic route, contributing to promoting production and meeting the travel and trade needs of the people.
Accordingly, the Phuong Nghi - Can Khe traffic project in Nhu Thanh district is a group C, level IV project. The person who decides on the investment is the Chairman of Thanh Hoa Provincial People's Committee and the Nhu Thanh District Construction Investment Project Management Board is the investor.
The project construction site is located in Phuong Nghi and Can Khe communes (Nhu Thanh district, Thanh Hoa province). The project has a land use area of about 6.59 hectares. The total approved investment is about 45 billion VND, with the provincial budget allocated 40.5 billion VND and the district budget of Nhu Thanh and other legally mobilized capital sources 4.5 billion VND. The project implementation period is 2 years, from 2022 to 2024.

Can Khe commune and neighboring Phuong Nghi commune have many mineral exploitation sites, causing the transportation system around this area to seriously degrade, greatly affecting people's lives.
On that basis, on May 20, 2022, Thanh Hoa Provincial People's Committee issued Decision No. 1731/QD-UBND approving the contractor selection plan for the Phuong Nghi - Can Khe Road project, Nhu Thanh district. Accordingly, the entire work part of the contractor selection plan is divided into 10 bidding packages.
The Phuong Nghi - Can Khe road project is invested in building 2 sections with a total length of 5,091m on the Phuong Nghi - Can Khe traffic route, Nhu Thanh district, ensuring the standards of level VI mountainous traffic roads (according to TCVN 4054: 2005 standards).
Specifically: Section 1 from Km2+800 – Km6+966: Invest in building a new section to connect with 2 existing concrete road sections (before and after) of equivalent scale that have been invested; the length of the newly built section is 4,166m.
Section 2 from Km10+400 – Km11+325: Renovate and upgrade the existing road section according to the general scale of the route to connect with Provincial Road 514; the length of the renovated and upgraded section is 925m.
Thanh Hoa Provincial People's Committee assigned the Construction Investment Project Management Board of Nhu Thanh district to organize implementation in accordance with current regulations on construction investment.

The Phuong Nghi - Can Khe traffic project is expected to help promote local economic and social development.
Notably, after the contractor selection plan was announced, two organizations submitted bids for the construction package No. 8, with an estimated cost of more than VND 38,570 billion, and a contract type based on adjusted unit prices. Specifically, the consortium of 172 One Member Co., Ltd. and H&T Construction and Materials Production Joint Stock Company, along with its competitor, Truong Thinh Construction Group Joint Stock Company.
After the review process, the consortium of 172 One Member Co., Ltd. and H&T Construction and Materials Production Joint Stock Company won the bid with a bid price of over VND 38,564 billion. The above result helped the budget of the bid package save only about VND 7 million and reached a rate of 0.018% compared to the estimated price. Meanwhile, the contractor Truong Thinh Construction Group Joint Stock Company was not ranked because it did not meet the technical requirements.
According to Nguoi Dua Tin 's source, regarding the selection of contractors for the above package No. 8, there have been petitions and complaints sent to the authorities about suspected errors in the process of evaluating and selecting contractors for the above package .
